Charles Schwab Senior Manager Liquidity Governance in Westlake, Texas

Your opportunity

We are seeking a Senior Manager to join the Liquidity Governance group to manage the end-to-end Liquidity Stress Testing program. This is an individual contributor role.

The Liquidity, Funding and Collateral Management group within Treasury manages liquidity planning across the corporation and its subsidiaries. We monitor and manage regulatory ratios and develop associated tools to help our business partners in analyzing the liquidity impacts of business decisions.

Additionally, we execute transactions to ensure proper funding for various legal entities. We work with second line partners to aid in development of robust contingency funding plans to help mitigate emerging risks. This group manages the design of company liquidity management strategy and policies as well as always ensuring compliance. We work with internal and external partners on multiple ongoing examinations and audits of liquidity practices.

In this role you will

  • Collaborate with the Director to set up the liquidity and funding management group’s comprehensive governance, communication, and administration of the Corporate-wide Liquidity Stress Testing program.

  • Ensure the overall governance framework for Liquidity Stress Testing is consistent with applicable rules and regulations.

  • Use sound judgement and collaboration to ensure processes and responsibilities are assigned to and owned by the appropriate groups within the teams.

  • Employ your deep knowledge of compliance and regulations to advise and develop internal policies, processes and procedures.

  • Make strategic and operational recommendations to meet both internal goals and regulatory requirements for Liquidity Stress Testing

  • Collaborate with Treasury team members on the development of and support for key assumptions, scenarios and ad-hoc analyses for the Liquidity Stress Testing framework.

  • Function as liaison to both internal and external regulatory, compliance, second line of defense and audit inquiries

  • Develop internal controls to ensure compliance with internal policies, procedures and limits of the Liquidity Stress Testing framework.

What you have

Required:

  • Bachelor’s degree

  • 7+ years of related work experience

  • Demonstrated detailed knowledge of finance and knowledge of liquidity risk management at a bank and broker-dealer.

  • Able to display expert level knowledge of prudential regulatory requirements for Liquidity Stress Testing and liquidity risk management.

  • Able to display expert level knowledge of the Liquidity Coverage Ratio (LCR) and Net Stable Funding Ratio (NSFR)

  • Able to display expert level knowledge of broker / dealer liquidity and collateral requirements.

  • Excellent analytical, strategic planning, and problem resolution skills

  • Ability to translate sophisticated business problems into discrete quantifiable components.

  • Excellent oral and written communication skills

  • Ability to collaborate with stakeholders across the organization, including Financial Risk, Model Risk and Internal Audit

Preferred:

  • CFA, FRM certification or MBA preferred.

In addition to the salary range, this role is also eligible for bonus or incentive opportunities.
