U.S. Mint Contract Specialist in West Point, New York

Summary This position is located at US Mint,West Point Mint- MANUFACTURING DEPARTMENT/Plant Manager NY. As a Contract Specialist, you will be responsible for pre-award and post award functions for a variety of supplies, services, and equipment for the U.S. Mint field site. A wide variety of contracts and subcontracts frequently require special provisions and clauses such as special handling or other specialized terms and conditions. Responsibilities As a Contract Specialist, you will: Provide advisory guidance to technical personnel involved in development of the statement of work and solicitation documents. Formulate the contracting approach to be taken that will best satisfy the requirement For formally advertised procurements, ensure that the bid schedule is properly structured; prepare the solicitation; determine sources to be solicited; conduct pre-bid conferences; processe protests; determine the responsiveness of bids; and determine the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre-award survey, and award of the contracts. Requirements Conditions of Employment All employees must wear face masks while on MINT property when required by CDC and Federal guidelines. A one-year probationary period may be required. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Basic Requirement for GS-12 and below: A. A 4-year course of study leading to a bachelor's degree with a major in any field; or B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. or C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. Specialized experience for this position includes: Experience with a variety of contracting and procurement principles and procedures, such as pre-award, fixed price, cost, incentives, and regulations; sufficient to procure a wide variety of goods, services, and small construction projects. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12 you must have been at the GS-11 level for 52 weeks. Education Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
