Naval Sea Systems Command IT SPECIALIST (INFOSEC) in West Palm Beach, Florida

Summary This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. You will serve as a Department Information Systems Security Officer (ISSO) in the NUWC Detachment Atlantic Undersea Test and Evaluation Center (AUTEC) of NAVUNSEAWARCENDIV NEWPORT RI. Responsibilities You will report and coordinate IA and cybersecurity actions and tasking with the Command ISSM. You will be accountable for the confidentiality, integrity and availability of systems, networks and data through planning, analysis development, implementation, maintenance and enhancement of information systems security processes. You will provide guidance to the NUWC DET AUTEC community to ensure the continued authorization of all systems, ensuring that Authorization and Assessment (AandA) processes have minimal impact on operational requirements. You will guide a team of experts as they ensure network systems are and remain fully compliant. You will support and guide RMF policy and documentation creation, review, modification, and enactment. You will serve as primary POC for NUWC DET AUTEC systems as it pertains to continuous monitoring. You will identify security risks and determine, develop, promulgate solutions to integrate security solutions into design, development, configuration, integration and management of operating systems. You will assist Audit team and program actions to assist with inspections and audit related activities. You will demonstrate skill in cyber risk and strategic analysis, enterprise architecture, cyber incident response, cyber vulnerability detection and assessment and cyber related infrastructure inter-dependency analysis. You will counsel users on policies, procedures, and Cybersecurity and IT requirements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-09/10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, analyzing, developing, implementing, maintaining, or enhancing Information Security (INFOSEC) programs to ensure the confidentiality, integrity, and availability of secure systems, networks, or data. Education TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows: A Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; OR Three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or three full years (54 semester hours) of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Additional Information This is a Cyberspace Workforce position, work role code Systems & Security Analyst, proficiency level Advanced, the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
