Immediate Office of the Chief of Naval Operations PROGRAM ANALYST (FACILITIES) in Washington Navy Yard, District Of Columbia

Summary You will serve as a Program Analyst (Facilities) of NLSC. Responsibilities You will serve as an analyst who receives reviews and responds to inquiries, special project and studies by applying regulations, technical manuals, directives, and command instructions. You will provide analysis of organizational structures and work processes for improved operational efficiency and economy. You will provide support for a wide range of project development and facilities planning. You will review, develop, and advise the leaders on project development concepts, authorities, and overall project readiness to enable preparation of briefings of proposed projects. You will coordinate, integrate, and support efforts associated with planning, programing, budgeting, and contracting for all facility projects initiatives. You will review and evaluate progress of the facilities program to determine whether overall objectives are being accomplished economically with reference to budget and manpower. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or experience in the private or public sector coordinating operation activities relating to, facilities, construction, maintenance, sustainability requirements and initiatives, historic preservation requirements, environmental requirements, leasing program management, site development, property management, or day to day facilities management. Examples of specialized experience include most or all of the following: 1) Provide analysis of organizational structures and work processes; 2) Offering support for a wide range of project development and facilities planning; 3) Advising on the technological and economic feasibility of processes, systems, and/or equipment utilized in the design and construction of structures; 4) Preparing correspondence, technical reports, status reports, schedules and/or other documentation pertaining to overall facilities planning capabilities; 5) Reviewing and evaluating progress of the facilities program to determine whether overall objectives are being accomplished. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.
