CareFirst Systems Engineer - Full Stack Developer (Remote) in Washington, District Of Columbia

Resp & Qualifications

PURPOSE:

Defines, designs, and develops Content Management System and web applications requirements. Analyzes and resolves Content Management System and Web applications support deficiencies. Conducts independent technical investigations in systems design. Performs engineering studies and analyzes system problems in support of developing system implementation solutions.

ESSENTIAL FUNCTIONS:

  • Installs, configures, upgrades, troubleshoots, and maintains users' computer systems relevant to the supported applications including all necessary tasks to perform operating system administration, user account management, disaster recovery strategy and networking configuration.

  • Collaborates with IT to set up and manage users on SharePoint servers, ensuring secure and efficient access to shared resources.

  • Acts as the primary troubleshooter for technical issues, providing prompt and effective solutions to minimize downtime and maintain productivity.

  • Works closely with the security team to ensure all upgrades and integrations comply with the organization security standards and protocols.

  • Develops and maintains robust Content Management System and web applications using front-end and back-end technologies to meet business requirements.

  • Works closely with product managers, developers, IT and security to develop and enhance components, following best practices and user-centered design principles to improve user interaction and satisfaction.

  • Ensures Content Management System and web applications are fully responsive and provide a seamless experience on devices.

  • Serves as the Subject Matter Expert (SME) for identifying, evaluating, and implementing improvements to existing systems and processes. Proactively suggest enhancements to improve overall system performance, usability, and scalability.

  • Participates in Agile processes and task estimation using tools like Jira, to ensure timely and efficient project delivery.

  • Manages deployments and continuous integration/continuous deployment (CI/CD) pipelines.

  • Conducts thorough testing and debugging to ensure high-quality, performant, and secure code.

  • Develops and implement techniques to prevent system problems, troubleshoots incidents to recover services and supports root cause analysis.

  • Evaluates new systems by performing in-depth tests, including end-user reviews.

  • Improves engineering job knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

  • Research software and related products to support recommendations and purchasing.

  • Determines systems integration issues by evaluating components; developing and completing performance tests; analyzing test data; studying project requirements; analyzing user and potential user input; evaluating similar and related products and systems. Develop system automation and system integration of business processes.

SUPERVISORY RESPONSIBILITY:

Position does not have direct reports but is expected to assist in guiding and mentoring less experienced staff. May lead a team of matrixed resources.

QUALIFICATIONS:

Education Level: Bachelors degree in Computer Science, Information Technology or related field. An additional 3 years of relevant work experience is required in addition to the required work experience.

Experience: 3 years software, hardware and/or systems engineering.

Qualifications:

  • Proficiency in front-end and back-end technologies (HTML 5, CSS, JavaScript, XML, O365, Adobe...)

  • Strong knowledge of CMS platform.

  • Experience with deployment processes and CI/CD pipelines.

  • Microsoft Visual Studio/ Team Explorer 2015 or later (Azure Dev Ops connections).

  • Git for Windows/Mac (Git connections) and GIT for future integration to RoboHelp 2022.

  • Strong problem-solving skills and attention to detail.

  • Ability to troubleshoot and resolve technical issues effectively.

  • Demonstrated experience with responsive design and development.

  • Solid understanding of UX/UI design principles and best practices.

  • Proficiency with version control system.

  • Excellent communication and teamwork abilities.

  • Experience in technical support roles, including installing, upgrading, troubleshooting applications.

  • Proficiency in setting up and manage user accounts on SharePoint servers.

  • Proven ability to act as a Subject Matter Expert (SME) in identifying and implementing system improvements.

  • Strong analytical skills and the ability to proactively suggest and implement enhancements.

  • Familiarity with Agile methodologies and tools like Jira.

Preferred Qualifications:

  • ITIL Foundations v3 within 180 Days Preferred.

  • Knowledge of system engineering tools.

  • Knowledge of programming languages and web-based technologies.

  • Proficient in Microsoft Office applications.

  • Experience in RoboHelp 2017 and 2022.

  • Experience with cloud services (AWS, Azure).

  • Knowledge of databases.

  • Familiarity with testing framework and tools.

  • Understanding of web security practices and principles.

  • Import content from multiple sources and ingest modern formats like Markdown, and legacy formats like Word and HTML5.

  • Write and provide CSS and Java scripts as necessary.

  • Configure settings to customize the appearance and capabilities of output.

  • Implement conditional content to show or hide content depending on the need of the user or output.

  • Generate or publish the output for multiple platforms, such as web, mobile, and print (Responsive HTML5, PDF, Microsoft HTML Help (CHM), Frameless, Mobile App, and more.

  • Experience in Google analytics integration and analysis.

  • Produce high-quality contextual reviews to streamline live collaboration with reviewers.

  • Guide multiple reviewers to markup the topics at the same time.

  • Build the navigation with text and images are linked to other content and decide the content hierarchy or organization scheme.

  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Salary Range $76,032 - $151,008
