Small Business Administration Supervisory Government Contracting Analyst in Washington, District Of Columbia

Summary This position is located in the Small Business Administration, Government Contract Business Development - HQ in Washington, D.C. The incumbent is responsible for developing and recommending policies, guidance and directives relevant to SBA's government contracting acquisition mission. Responsibilities Responsible for developing and recommending policies, guidance and directives relevant to SBA's government contracting acquisition mission. Supports the Director of Government Contracting to direct and manage the execution of the following procurement assistance programs at the National level; prime contracting, subcontracting, certificate of competency, size determinations, and natural resources sales assistance, and the Women Owned Small Business Contracting Program. Provide oversight and analytical data to support Government Contracting Programs. Provide expert advice to the Director of Government Contracting on the implementation of SB goaling processes. Plans, directs, and manages the execution of the following procurement assistance programs at the national level: prime contracting, subcontracting, certificates of competency, size determinations, Nonmanufacturer rule waivers and natural resources sales assistance. Oversees and coordinates SBA's oversight of federal agencies' small business programs to ensure compliance with statutes, regulations, and policies. Develops operating plans for, and monitors execution of, procurement assistance programs that proceed from SBA's strategic plans and long-term objectives. Represents SBA and the Office of Government Contracting at conferences, meetings, training events, etc. Provides technical and administrative supervision to a unit consisting primarily of program analysts by overseeing daily operations, ensuring the agency policies and priorities are being followed; developing performance standards; and evaluating work performance. Requirements Conditions of Employment Qualifications GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector which demonstrates the ability to do all of the following: 1. working independently and provide leadership or supervisory experience which includes adeptly managing diverse teams to consistently exceed organizational goals; and 2. interpreting federal regulations and statutory requirements and applying them to federal agency acquisition requests to ensure that small businesses have maximum, fair and equal opportunity to compete for federal prime contracts or subcontracts; and 3. determining and reach conclusions that a business is eligible to compete for federal related contracts (e.g. assessment of business status, capability, or size); and 4. informing/educating the public on regulations, process, or programs by promoting the organization's programs and services through outreach, training and marketing; (e.g., Networking Sessions, Matchmaking, Speaking Engagements).
