Summary The Program Analyst serves as a Congressional and Legislative administrative representative that serves as a conduit between Office of General Counsel, VA and VHA's Office of Congressional and Legislative Affairs, VA's Office of Public and Intergovernmental Affairs and other VA and VHA offices on the entire spectrum of VA and VHA policy and operations affecting the delivery of services and programs to homeless Veterans in the national health care delivery system Responsibilities The incumbent participates in identifying, monitoring, and initiating VHA Homeless Program actions concerning legislative proposals generated within the Program Office, VA, VHA and within Congress. Incumbent assists in the monitoring of departmental and congressional legislative and regulatory activities and general congressional interest that could impact VHA Homeless Programs. Responsible for keeping the Director of Business Operations, as well as Homeless Programs leadership informed of the progress of such activities. Takes lead and provides expert advice in the development of the legislative packages for VHA Homeless Programs. This includes preparing proposals for inclusion in the annual budget, reviewing all legislative proposals to ensure consistency with current VHA policies and initiatives. Developing alternatives or proposals for consistency and presenting proposals to the Director of Business Operations and program office leadership for review, as appropriate. Monitors and tracks status and potential impact of such legislative and regulatory initiatives and proposals, briefing leadership throughout. Works closely with the Director of Business Operations to establish and foster relationships to include other VHA Program offices, the Office of Congressional and Legislative Affairs, Congressional committees and their staffs, Congressional Budget Office, and other office staff. Incumbent will initiate appropriate action in response to inquiries from such contacts and route as appropriate though proper leadership channels as well as the VA/VHA Offices of Congressional and Legislative Affairs. Incumbent will review newly enacted legislation for impact and ensure appropriate assignment to responsible service line/program line and assist the Director of Business Operations and homeless leadership in developing implementation plan to ensure proper execution and implementation. Assists with the coordination in the preparation of Homeless Program leadership and other members of VHA leadership for internal VHA pre-briefs and pre-brief preparations. Responsible for assisting the executive director and other program office leadership in the preparation of all legislative program briefing materials for hearings. Assists the Director of Business Operations in ensuring that VHA Homeless Program leadership, other members of VHA leadership and/or other witnesses are prepared for hearings by ensuring actions and follow-up needed to meet commitments during hearings and subsequent follow-up activities are addressed. Develops or assists in the preparation of responses for controlled correspondence, in addition to preparing responses to Congressional inquiries. Provide support in the formulation of the office's policy position concerning such proposals and communicate and advocate this position to other VA and VHA offices-such as Office of General Counsel, VA/VHA's Offices of Congressional and Legislative Affairs and non-VA officials, as appropriate. Supports in managing actions to the Homeless Programs Action team and providing timely responses to deliverables and tasks. Researches, defines, and analyzes complex problems which cross organizational and Agency lines. These problems involve a wide range of management issues raised by the Administration, Congress, Veterans Service Organizations, and the Office of Management and Budget that have an impact on policy direction, resource allocation and Veteran services. Quality Ranking Factor (QRF): Will be used to determine highly qualified applicants. 1 year legislative experience You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery and application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments Knowledge of relationships with other programs and key administrative support functions within the employing agency or in other agencies. Skill to plan, organize, and direct legislation and policy development and to negotiate effectively with management to accept and implement recommendations Skill in applying analytical and evaluative methods and techniques to congressional and legislative issues or actions concerning the efficiency and effectiveness of program operations. Demonstrated skill and ability to research and analyze legislative proposals and VHA policies to make pertinent recommendations. Skill in communicating both orally and in writing, in an articulate and effective manner is required Skill in providing technical assistance to prepare and present proposals, status report, concerns, policies, etc. appropriate for presentation to the highest levels of the Congressional and VA system.
