Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Mission Support (DCMS), Assistant Commandant for Human Resources (CG-1), Office of Strategy and Resources (CG-1R), Washington, DC. Responsibilities As a Program Analyst within the Office of Strategy and Resources, you will provide expertise in the areas of planning, programming, budgeting, execution (PPBE), and review of the multi-year budget and effective management of human resources and manpower allocations in support of the Assistant Commandant for Human Resources. Being a CG civilian makes you a valuable member of the team. Some of the typical work assignments include: Serving as a Contracting officer's Representative (COR) in performing pre-award and post-award functions for all contract types. Planning and/or conducting various studies and evaluation activities and preparing briefings or recommendations on findings. Collecting, reviewing, evaluating, and interpreting resource data and providing advice and recommendations to management. Assuring that all policy, regulatory and program issuances are properly integrated with other staff actions and thereby fully supportive of the USCG and CG-1 strategic mission requirements, goals and PPBE direction. Serving on inter and intra office work groups to analyze and resolve common problems. Providing staff advice and technical guidance to CG staff as needed. Qualifications You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Utilizing a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management budget processes and systems. Conducting analyses, studies and surveys covering human resources programs and operations. Developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Evaluating the effectiveness of various planning and management practices, analysis of multi-year budget, analysis of administrative processes, understanding organizational culture, and/or general management review. Conducting analyses, studies and surveys covering human resources programs and operations. Preparing reports or related work documents on survey results, trend analyses or special purpose research.
