Summary OIG is organized into seven operational units: the Immediate Office of the Inspector General, Office of the Counselor, Office of Audits and Evaluations, Office of Healthcare Inspections, Office of Investigations, Office of Management and Administration, and Office of Special Reviews. In addition to the Washington, DC, headquarters, OIG has offices located in more than 60 locations throughout the country. Responsibilities OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic accountants, analysts, and other professional staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they service. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. The duties of the Personnel Security Specialist, include: Developing and documenting procedures, policy, forms or other instruments needed to carry out the Personnel Security Program. Conducting research and evaluation of the impact new and/or proposed policies and procedures could have on the Personnel Security Program, and Medical and Drug Testing Programs. Leading special studies of Security, Security Education and Training Awareness Security programs to evaluate and analyze impact, value and practicality, and issues reports to senior managers. Serving as Contracting Officer Technical Representative for background investigations conducted by contractors, if required. Supporting VAOIG Medical and Drug Testing Programs by working with the VA, Federal Occupational Health, OPM and FLETC, and providing Personnel Security guidance. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: -Making suitability or fitness determinations or recommending adjudications for background investigations; AND -Establishing and maintaining effective partnerships, communication and collaboration with a variety of personnel at all levels For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: -Providing Personnel Security services including initiating background investigations; AND -Maintaining and utilizing electronic security databases; AND -Conducting security screening interviews and new employee security briefings; AND -Preparing written correspondence. OR Education: You may qualify for this position at the GS-11 based on education; qualifying education includes a PH. D. or equivalent doctoral degree or 3 full years of progressively higher graduate level education leading to such a degree, or an LL. M. if related. You may qualify by a combination of experience and education. Only graduate level education in excess of the first 2 years may be combined with experience.
