Position Description

The Modernization Support Analyst will be on a dynamic team, supporting Team Submarine In-service Program Office. Team Submarine’s Submarine In-service Program Offices are responsible for:

The real time support of operational submarines keeping them at sea in support of national tasking, modernization of submarine equipment, financial and budget management, planning of submarine availabilities, shipyard support of submarines in availabilities, logistical support, quality assurance (SUBSAFE), and submarine certifications.

The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

In this role, you will:

  • Work day-to-day with a team with the mission of submarine modernization and sustainment directly supporting the Navy’s mission

  • Mange ship alterations (ShipAlts) utilizing schedules and evaluate actual/projected progress to direct/redirect resources so that projects proceed in an orderly, cost effective, and timely manner

  • Manage Liaison Action Requests (LARs) that comes from the fleet requesting the necessary work that needs to be approved. This approval process directly affects the fleet.

  • Collaborate in a team setting detailing weekly tasking, and solving complex problems with SERCO and the government customer

  • You will direct the conduct of acquisition studies and coordinate the development of cost estimates and analyses in response to ASN or OSD tasking during all phases of ship acquisition.

  • You will resolve complex acquisition problems involving shipbuilding and ship systems design, integration and production concepts, contract, budgeting, funding constraints, progress, invoicing, and payment methods.

Qualifications

To be successful in this role, you will need:

  • An active DoD Secret Security Clearance is required.

  • A bachelor’s degree in a related field and at least 2-4 years of relevant military experience.

  • Capability to craft responses to data call/reports from NAVSEA and TYCOM/Fleet leadership.

  • Working knowledge of configuration management and modernization/alteration ILS processes and tools.

  • To demonstrate expert knowledge of program management, including financial management and contracting, in conducting long range planning and execution for acquisition, in-service support and modernization programs.

  • You will identify and resolve highly complex issues that cut across organizational boundaries and implement strategic plans.

  • You will represent the organization as the program/project expert within and outside the command in efforts to resolve different viewpoints regarding the best means of managing various phases of the program.

  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and TEAMs software.

  • Excellent verbal and written communication skills, as well as presentation skills

  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.

  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.

  • The ability to travel at least 10% of the time.
