VISTA Technology Services, Inc. Mid-Level Acquisition Contracts Analyst in Washington, District Of Columbia

VISTA Technology Services, Inc. (VISTA) is currently seeking a mid-level Acquisition Contracts Analyst to support our NAVSEA customer in Washington, DC. This is a hybrid position reporting 3-5 days a week.The ideal candidate will be self-motivated, results-oriented and have DoD acquisition contracts experience supporting pre-award and post award ACAT acquisition contract life-cycle stages in tracking, executing, analyzing, and coordinating contract funding and obligation reports.Responsibilities:Assist DoD ACAT program office with determining appropriate acquisition contract approaches and execute requirements in compliance with DoD 5000 series policies and instructions, Federal Acquisition Regulation (FAR) and its supplements (FAR part 5, 15, 16, and 52), and DoD Financial Management Regulation (FMR)Assist with development of contract funding profiles, obligation reports and contract action trackingTrack budgets, schedules and risks and status updates to ensure they are addressedUtilize Procurement Integrated Enterprise Environment (PIEE) suite of programs, including Wide Area Workflow (WAWF) and Electronic Data Access (EDA)Support building acquisition brief presentations, contract administration, awards, close-outs, life-cycle procurement, and other acquisition reports and documentationBuild relationships with team and work across functional communities to facilitate decisions and progressManage and prioritize multiple tasks and work independently as well as with a team in a fast-paced environmentAssess issues and develop resolutions to meet project/program goals and objectivesBasic Qualifications:Bachelor’s Degree AND 4+ years of acquisition experience supporting a DoD ACAT Program OfficeExperience with DoD acquisition contract pre-award and post-award (full life-cycle)Experience building acquisition/contract briefs, presentations, and reportsExperience assisting with the development of acquisition documentation including: acquisition plans, requirements, product support strategies, test strategies, drafting/reviewing Request for Proposals (RFPs), drafting Statements of Work (SOWs), proposal/bid assessments, soliciting all communications associated with awarding a contract, and reviewing Contract Data Requirements List (CDRLs)Experience with the Procurement Integrated Enterprise Environment (PIEE) suite of programs relating to this position, such as Wide Area Workflow (WAWF) and Electronic Data Access (EDA)Knowledge of DoD Acquisition including contracting and budgetingKnowledge of applicable DoD 5000 statutory and regulatory milestone and decision point information policies and instruction requirements including the Federal Acquisition Regulation (FAR) and its supplements, particularly requirements of FAR part 5, 15, 16, and 52Understanding of various contract types, such as Cost Plus Fixed-Fee (CPFF), Firm Fixed-Price (FFP), Cost Reimbursement, etc.Basic understanding of the DoD Financial Management Regulation (FMR) as it relates to program management in the DoDDetail-oriented and able to assess issues and develop resolutions to meet project/program goals and objectivesStrong organization and time management skills to effectively manage multiple tasksProficient using MS Office (Word, Excel, PowerPoint, etc.) to draft memos and briefing and status and action tracking required. Power BI desirableProven ability to work tasks independently as well as with a teamExperience working with multi-functional teamsStrong technical writing skillsActive DoD Secret clearanceSalary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $85,000.00 to $120,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
