to support our Navy customer in

Essential job functions will include but may not be limited to:

  • Providing overarching budget and financial support in all areas of DoD Planning, Programming, Budgeting and Execution (PPBE) with particular focus of program planning and analysis, budget preparation and justification, funds execution, contract and cost analysis, cost estimating, and the presentation of this data in various formats.
  • Assisting Lead Program Analyst in analyzing proposed requirements to assure compatibility, resources balances and proper time phasing. Assisting in identifying actual and/or potential problem areas, trends, significant accomplishments, areas of imbalances, and recommending changes in objectives, operations, and emphasis and adjustments, as applicable.
  • Assisting in the preparation of programmatic details applicable to specific projects. Periodically updates budget plans, in accordance with guidance and direction of a senior analyst.
  • Maintaining basic charts and statistical reports designed by others which are part of a management reporting system that reflects history, status, and future plans.
  • Preparing special reports for use in reviews and presentations to PEO and Program Office level Management.
  • Assisting and participating in analyzing program/department performance data to identify
  • Knowing commonly used concepts, practices, and procedures.
  • Relying on experience to plan and accomplish

Required Experience and Qualification

s:

  • At least ten (10) years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government Financial management, or Industry or Government business management.
  • At least five (5) years of supervisory experience, and experience communicating with SES/Flag level personnel.
  • At least five (5) years of experience with ACAT I and II programs, including Earned Value Management, budget development, financial execution, and/or cost estimating and analysis. Has knowledge of fiscal laws and guidance on DoD funds execution for multiple appropriation types.
  • This could include Research, Development, Test, and Evaluation (RDTandE), Other Procurement, Navy (OPN), Operations and Maintenance, Navy (OMandN) Operations and Maintenance, Navy Fleet Modernization Program (OandM, N, FMP), Shipbuilding and Conversion Navy (SCN), Foreign Military Sales (FMS) acquisition and support funding, and Other Customer Funds (OCF).

Preferred Experience:

  • Masters' degree in a related business and/or financial field.
  • Experience with data management, data analysis, graphics, and data visualization tools (e.g., ADVANA and/or Qlik) preferred.

Education Requirement/Required Years of Experience:

  • Bachelor's degree (BS/BA) in related field, or seven of 10 years of experience gained due to in-depth experience and specialized knowledge in the related field.

Clearance Requirement(s):

  • Candidates for this position must be eligible to obtain/maintain a U.S. DoD Secret level security clearance; Candidates with a current Secret clearance preferred.
