Summary This position is assigned to the Global Tactical Communications Division, Network Technologies Office, Deputy CIO for Enterprise Infrastructure, and Bureau of Diplomatic Technology (DT/EI/NT/GTC), in the U.S. Department of State (DOS). Responsibilities Serves as a technical authority in the analysis, evaluation, maintenance, and resolution of complex secure radio systems and network issues used in a wide range of new communications technologies, specifically wireless and radio technologies. Evaluates and applies Department of State systems, security, and network protocols as well as evaluates strategies to assess communications equipment and systems preparedness for deployment. Utilizes secure communications in the radio-as-service model providing the latest tactical communications and support networks while driving down costs. Coordinates, integrates, and articulates long-range wireless/radio IT communications goals and strategies. Prepares a variety of in-depth recurring and special reports on the various communications equipment and systems. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards Customer Service – developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing policies, procedures, and strategies for the delivery of IT and secure communications equipment and systems. Experience with voice and digital communications, devices, methods, services, and facilities to maintain telephone equipment, switching systems and transmissions media for deployments to crises and special events. Experience analyzing performance data, researching alternate technical solutions, and modifying systems and database configurations to correct problems that affect the confidentiality, integrity and availability of a secure communications program functions and initiative. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
