Small Business Administration Human Resources Specialist in Washington, District Of Columbia

Summary This position is located in the Small Business Administration (SBA), Office of Human Resources Solutions (OHRS), Office of HR Systems and Processing Division (HRSPD), in Washington, DC. The incumbent serves as a key subject matter expert in performing a variety of highly complex duties necessary to ensure the efficient and effective processing of personnel and payroll actions. Responsibilities As a Human Resources Specialist, GS-0201-12/13, you will be responsible for: Assisting with program management functions related to personnel, payroll, and compensation related actions. Serving as an expert and trainer for the personnel/payroll system. Conducting analyses, identifies issues, problems, and trends, and providing recommendations on personnel actions, payroll, payroll systems and compensation issues. Preparing HR/Payroll bulletins, procedural and information notices to disseminate to the agency. Reconciling payroll/personnel suspense reports; provides advice and assistance to HR and management in the resolution of complex payroll and processing problems. Analyzing and preparing daily and weekly production reports and discusses problems that affect or relate to the operations and data requirements. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Requirements Conditions of Employment Qualifications Specialized Experience for GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: Executing a variety of personnel actions in accordance with federal laws, policies, rules, and regulations; and Performing management advisory services and/or make informed judgments on specific personnel/payroll management problems or issues to include personnel changes; and Reviewing pay, payroll, and benefit processing data to detect and reconcile pay, payroll errors and discrepancies. Specialized Experience for GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: Executing a variety of complex personnel actions in accordance with federal laws, policies, rules, and regulations; and Investigating and resolving processing issues related to compensation and benefits; and Providing advisory services on human resources management transactional processing functions in areas such as payroll, benefits, and awards; and Distributing and balancing workload among employees in accordance with staff workflow, maintains current knowledge and answers other employees' questions on procedures, policies, and directives.
