Summary About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers (HQ USACE), Directorate of Human Resources, Military Personnel Division at Washington, DC. Management may select at any grade level advertised. Duties described reflect the full performance GS-13 grade level. Duties at the GS-12 grade level will be performed in a developmental capacity under close supervision. Announcement amended, relocation incentive or PCS is not authorized for this position. Responsibilities Serves as a senior staff level military Human Resources (HR) Specialist, provides guidance regarding a wide variety of military HR program areas to all levels of management officials within the Organization. Participates in the development, execution, and oversight for military HR programs. Plans complete projects such as strength management, personnel readiness, retention, replacement operations, awards, Soldier for Life - Transition Assistance Program, and, personnel actions. Provides comprehensive guidance to Organization's leaders on areas of military HR management regulations, policies and procedures. Visits installation offices and activities to assist operating personnel and management officials as requested or as determined necessary by superiors. Prepares and presents reports and briefings on program status and/or recommended actions to appropriate individuals and Prepares responses to Congress, IG Inspections, and federal surveys. Specialized Experience at the GS-12: One year of specialized experience in the Federal service which includes 1) assisting in implementing military HR programs policies and ensuring alignment with mission requirements; 2) supporting analysis of military HR programs by gathering data from reports, site visits, and feedback to help identify issues, and contribute to the development of corrective actions and improved program requirements; 3) helping preparing and briefing on military HR program status, recommendations, and actions to senior leaders ensuring accurate and timely communication of program progress; and 4) assisting in policy interpretation and training on military HR regulations to key officials and staff at all levels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience at the GS-13: One year of specialized experience in the Federal service which includes 1) interpreting military HR programs policies and ensuring alignment with mission requirements; 2) conducting comprehensive analyses of military HR programs through site visits and reports to identify needs, issues, and improvement opportunities, translating findings into corrective actions, revised requirements, and training recommendations; 3) preparing and presenting detailed reports and briefings on military HR program status, recommendations, and actions to senior leaders ensuring accurate and timely communication of program progress; and 4) providing policy guidance and training on military HR regulations to key officials and staff at all levels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
