Summary The Vaccine Litigation Section represents the interests of the Secretary of the Department of Health and Human Services in cases arising under the National Childhood Vaccine Injury Act. In cases where petitioners are found entitled to compensation, financial calculations may be necessary. The selectee will engage in tasks such as calculation of lost earnings with appropriate offsets, make actuarial projections, review past expenses incurred, and reduce certain sums to net present value. Responsibilities As a GS-0501-11/12- Financial Loss Analyst, your typical work assignments may include the following: Calculates tax offsets for lost wages if an alleged vaccine injury resulted in a temporary period of reduced employment or unemployment. Carries out financial calculations related to damages resulting from court decisions on entitlement or settlements in cases filed under the Vaccine Act. Calculates tax offsets for projected future periods of unemployment. Assists with the determination and calculation of compensable out-of-pocket expenses incurred by petitioners. Carries out a variety of administrative tasks in support of the VLS. Advises and informs the supervisor and VLS attorneys on the processes and methods used to determine financial liabilities. Provides estimates of damages to assist attorneys in setting the terms of potential settlements. Requirements Conditions of Employment Qualifications To qualify for the position of Financial Loss Analyst, (GS-0501-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to. To qualify for the GS-11, You must have at least have one full year of specialized experience that is equivalent to the GS-09 grade level in the federal service that performing such duties as applying federal and state tax rates to cases in various states; assisting with the calculations of tax offsets; providing estimates of damages in potential settlements and assisting with determination and calculation of compensable out of pocket expenses. OR Have a Ph.D or equivalent degree, or successfully completed at least 3 full years of progressively higher level graduate education leading to such a degree in a field that is directly related to the duties of this position, OR, received an LL.M. Education must be in a field that is directly related to the duties of this position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 36. Add the two percentages. You MUST meet all qualification requirements by the closing date of this announcement. To qualify for the GS-12, You must have at least have one full year of specialized experience that is equivalent to the GS-11 grade level in the federal service that performing such duties as applying federal and state tax rates and guidelines to cases in various states; calculating tax offsets for lost wages and future periods of unemployment; determining the extent of damages incurred and preparing financial calculations for court cases; reducing future damages amounts to net present value; reviewing financial documents for inconsistencies and generating various financial reports.
