Summary As a Executive Assistant at the GS-0301-11, you will be part of the U.S. Office of Personnel Management, OPM Human Resources. If selected, you will be responsible for performing a variety of administrative and support duties that are essential to the smooth, effective, and efficient operation of the OPM Human Resources. Responsibilities Acts as a liaison and primary contact with other organizations, offices, entities, groups, or individuals, ensuring that decisions and information are shared with appropriate persons and offices, and prepares/coordinates recurring responses to senior management requests. Screens callers and visitors and responds personally to general inquiries and administrative issues, coordinating with other program offices within the agency and with external organizations or agencies. Oversees management of communications, reviewing proposals, inquiries, recommendations, and other communication methods to determine what receives attention and assures that appropriate background information is provided and that there is follow-up at all levels. Schedules meetings by assessing circumstances and applicable preferences to accept, delegate, defer or change commitments to meetings, speaking engagements, ceremonies, travel, and similar obligations. Determines when preliminary discussions with individuals or organizations are necessary and prepares agenda for meetings, briefs Leadership, and arranges for subordinates to attend meetings in Leadership's absence. Arranges conferences, prepares agenda, notifies participants, and composes drafts of introductions to be presented by Leadership. When attending meetings, assembles background material, takes note of requirements, commitments, and decisions made and prepares and distributes minutes or summaries, and assures that decisions are incorporated into operations when appropriate, or that commitments made are met. Assists Leadership in analyzing complex administrative policies, programs, and interpersonal issues that are of special importance to the agency by providing accurate, timely advice on procedures and other requirements necessary to implement policies, directives, or instructions. Anticipates the need for background and reference material; obtains and assembles information from a variety of sources; organizes the materials and draws attention to the most important parts; and prepares summaries of material. Handles special projects, such as writing option papers or justifications, researches records and other sources to obtain precise information needed for completion of confidential or time-sensitive projects. Reviews decision packages and other documents for timeliness, procedural correctness, completeness, and apparent responsiveness to requirements. Prepares a variety of correspondence and reports using computer software applications such as word processing, spreadsheet, desktop publishing, graphics, electronic mail, and other specialized software. Requirements Conditions of Employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is not eligible for inclusion in a bargaining unit Qualifications For the GS 11: You must have at least one full year (52 weeks) of experience comparable in scope and responsibility to the GS-09 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following: experience providing quality oversight of all administrative activities of an office (e.g. managing calendars, travel, routing and reviewing correspondence, office resources accountability, and overseeing records management); experience developing, coordinating, and disseminating administrative communication and work products; and experience receiving and routing visitors and telephone calls to appropriate audiences. Note: Your resume must fully support this experience. Or Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a directly related field of study (for example, human resources, business, public administration, management, social sciences) that demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (Must submit official or unofficial transcripts with your application to verify eligibility.) Or A combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify. NOTE: A copy of your transcripts must be included with your application to support this response. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS11 level.
