Summary As an Equal Employment Specialist (Reasonable Accommodation Coordinator) in the U.S. Department of the Treasury; Departmental Offices (DO); Office of the Deputy Secretary, Office of Diversity, Equity, Inclusion, and Accessibility (ODEIA), Office Civil Rights and Equal Employment Opportunity (OCRE). Responsibilities As an Equal Employment Specialist (Reasonable Accommodation Coordinator), you will: Be responsible for providing expert advice and guidance, consultant services and support on all matters related to the coordination of recruiting, employment, career advancement, and training, and retention of employees and applicants with disabilities and assuring equal opportunity in all aspects of employment. Incumbent is responsible for developing technical assistance and policy guidance to EEO staff and other agency program managers/coordination as it relates to persons with disabilities. Refers EEO discrimination complaints and takes appropriate measures to direct complaints to the appropriate equal opportunity office in accordance with regulatory guidelines and procedures. Conducts and studies organization reviews and workforce analyses to identify systemic equal employment problems. Respond to Congressional inquiries and other actions/proposals that affect the employment of individuals with disabilities. Coordinate policy matters with staffing and recruitment with the DO Human Resources organization and/or with the applicable HR office. Develop DO-wide affirmative action plans concerning employment of Persons with Disabilities (PWD) including the applicable portions of the Management Directive (MD-715). Provide overall management of the Reasonable Accommodation Program (RAP) initiatives within the DO. Plan and program budgetary expenditures to ensure appropriate resources are available for program administration and support. Maintain expert knowledge of employment problems, constituencies and special regulations pertaining to issues of reasonable accommodations in order to develop programs of action, ensuring DO PWD and RAP plans are published along with feedback mechanisms. Analyze civilian labor force (CLF) statistics to determine extent and nature of disability population. Prepare the RAP report to conform to guidance from EEOC. Maintain expert knowledge of relevant legislation, case law, regulations, and instructions from the EEOC. Submit completed RAP report to the Director, EEO, and senior managers on an as-needed basis. Manage preparation and analyzes instructions pertaining to EEO briefings and program reviews. Provide advice and guidance and technical support to personnel responsible for taking action on reasonable accommodation requests. Monitor the status of reasonable accommodation requests at all stages in the process and provides reports to the Director, EEO, or EEOC, DO Human Resources and other interested parties, as necessary. Serve as the DO representative in meetings and other gatherings hosted by other agencies (DoD, EEOC, OPM, etc). Meet with veteran organizations, federal, state officials and a variety of other governmental and private organizations to promote employment of individuals with disabilities, and/or report on DO's progress toward achieving program objectives. Plan and organizes training programs/seminars to provide increased awareness of reasonable accommodation issues, and management's role and responsibilities in these areas. Provide support, leadership and program guidance to the Special Emphasis Program Managers across DO as it relates to the disability and reasonable accommodation programs. SPECIALIZED EXPERIENCE: Specialized experience for the GS-13: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following: Experience assisting with implementation of an organization's Reasonable Accommodation program.; AND Experience applying EEO law and regulations.; AND Experience representing an organization in various types of workgroups and meetings. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
