District of Columbia Courts Capital Project Manager in Washington, District Of Columbia

Summary The Capital Project Manager position is located in the Capital Projects and Facilities Management Division of the District of Columbia Courts. The incumbent will primarily be responsible for the management of capital projects for the D.C. Courts and may also be assigned project management responsibility for non-capital projects. Responsibilities Brief Description of Duties Reviews and evaluates design drawings, project submittals, samples, and technical plans submitted by various contractors. Ensures that the services provided by contractors are in compliance with contract documents, policies and procedures of the District of Columbia Courts Conducts periodic site visits as required to ensure contract compliance Ensures quality inspection services are being performed on projects in compliance with the established processes and procedures of the Capital Projects and Facilities Management Division (CPFMD) Reviews correspondence relative to contract administration such as responses or directives to the contractor, memoranda to the Court, memoranda for files, final acceptance records for documentation purposes, transmittals. Reviews and edits all work for accuracy and completeness, formulates special reports, and prepares analytical reports as requested by senior court leadership Participates in various meetings and working group on projects, programs, and enterprise-wide initiatives Collaborates and communicates proactively with stakeholders and Courts leadership on current or future project initiatives. Assures that adequate funds are available for proposed contract changes and provides supporting documentation as necessary to secure additional funds for this purpose Responsible for the overall project and business management of complex building projects through the initiating, planning, executing, monitoring, controlling, and closeout phases. Manages the planning, organizing, controlling, coordinating and reviewing designs, construction, and related work performed by contractors. Initiates funding requests for assigned contracts, as well as for the review and approval of invoices Manages and ensures capital projects are adhering to DC Courts Procurement guidelines, policies, procedures, as well as applicable Federal requirements associated with the obligation and expenditure of Federal appropriations for each project Assists in the review and development of program-wide standard operating procedures (SOPs), processes, work instructions, solicitations, and governance documents in the support of all program-wide construction efforts Serves on Source Selection Evaluation Boards during the procurement process for the review of technical project and vendor support contract proposals Serves on interview panels for the selection of both Court employees, as well as for panels that determine contractor technical support roles Requirements Conditions of Employment A probationary period of one (1) year must be successfully completed. Qualifications Minimum Qualifications: A High School diploma and a minimum of nine (9) years of experience in construction projects. Must have experience working on projects that include oversight over projects located in secured facilities. PMP and/or CCM certification preferred. Experience working on both Design Build and Design Bid Build projects are also preferred.
