About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements. #ACC-DTA Responsibilities Serve as a Division Chief for the Army Contracting Command-Detroit Arsenal (ACC-DTA) providing direction and guidance through subordinate supervisors to professional, technical, and support personnel engaged in all aspects of a acquisition program. Provide direction and overall management of the full range of negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and extremely complex types. Manage the operation of acquisition and contract functions to meet ACC-DTA’s mission. Actively supports the Command’s Affirmative Action/EEO Program ensuring principles are reflected in aspects of personnel management. Participate as a member of the CCAS Sub Pay Pool and DPMAP management in assessing contribution/performance and preparing statements of duties and experience. Direct work through subordinate supervisors/branch chiefs and is responsible for all decisions and actions falling within the purview of assigned missions. Basic Requirement (IOR) for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: Applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (or GS-13 equivalent) level in the Federal Service which includes: 1). Managing a branch or higher-level entity to support agency programs; 2). Providing expert technical advice for contracting pre-award and post-award administration; 3). Performing administrative and supervisory duties for a team of non-supervisory and supervisory staff, to include mentoring; 4). Developing acquisition plans/strategies to meet timeframes, goals and work requirements; 5). Managing and motivating contracting/procurement personnel towards achieving organizational goals and career development; 6). Applying state of the art contracting techniques, such as non-FAR based contracting efforts; and 7). Developing policies and procedures for the evaluation of contract price proposals, advertising, negotiation, administering and/or termination of contracts for procurement of supplies, services, or research and development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent grade level). You will be evaluated on the basis of your level of competency in the following areas: Contracting and Acquisition Interpersonal Skills Leadership Strategic Thinking This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Acquisition Back To Basics Certification: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
