The Office of Strategic Initiatives and Program Support (SIPS) supports NCDOT senior leadership and is charged with understanding current and future industry trends, leading strategy development, streamlining decision making, solving complex policy problems, and facilitating process improvement so NCDOT is better able to meet strategic goals and targets. SIPS’s mission is to utilize data, research, and input from agency leaders, customers, and partners to facilitate agency visioning, long-range planning, performance target setting, program management, and cross-departmental strategic initiatives.

This position manages the innovation program and the Connected and Automated Vehicle (CAV) program within the Office of Strategic Initiatives and Program Support. Related to innovation, primary duties include managing an innovation best practices clearinghouse and an innovation idea vetting process to gather ideas, problems, and curiosities from NCDOT units and funnel to the proper research, innovation, or technology program for further development. This position will also manage the annual Innovation Challenge and the NC-Transportation Innovation Council (NC-TIC). The position may also develop standard procedures and governance systems to facilitate cross-departmental collaboration, strategy, decision making, and implementation related to innovation.

Related to CAV, the position serves as the lead CAV program coordinator, bringing together experts from across NCDOT to collaborate on CAV activities, set CAV strategy, and make joint decisions related to CAVs. The position maintains an inventory of CAV activities occurring throughout the department, facilitates cross-department CAV workgroups and committees, and manages CAV strategic planning efforts. The position serves as a senior advisor to NCDOT leadership on CAV-related topics and issues, including policy, legislative, and long-range planning matters.

The individual selected will be expected to maintain awareness of innovative practices occurring in other states as well as technology and industry trends related to CAVs. Maintaining this awareness may warrant participation in national committees and workgroups, attendance at innovation or CAV-related meetings and conferences, and regular dialogue with other public officials managing innovation and CAV programs.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience; or an equivalent combination of training and experience.
