Western Area Power Administration Public Utilities Specialist (Rates) in United States

Summary Selectee is responsible for assisting in the development and preparation of power, transmission, and ancillary service rates, service charges and fees, rate adjustments, project repayment studies, and related forecasts, allocations, strategies, and industry evaluations. Task also include financial and statistical reporting; energy accounting; invoicing; and power marketing activities. Remote restricted potential within 50 miles of WAPA facility via application and management approval. Responsibilities As a Public Utilities Specialist (Rates), you will: Implements or supports Western's programs, including strategic planning initiatives and targets, FERC orders, and other industry-related efforts. Assesses and responds to Western, industry, and regional initiatives. Provides comments on proposed projects, standards, rules, orders, cost allocations, environmental surcharges, or other initiatives and identifies the impact to rates and repayment. Analyzes historical costs, revenues, load, capacity, industry trends, or other factors that may affect rates, repayment, or methodologies, bringing significant conclusions to the attention of management. Estimate future revenues, costs, load, capacity, or other factors utilizing historical trends and future plans for forecasts. Prepares and applies cost allocation procedures in the determination of cost between functions for both capital and annual costs. Reconciles repayment studies with finance accounts. Prepares an annual crosswalk from financial statements to the power repayment studies to establish an auditable foundation for the studies. Develops appropriate methodologies for determining costs associated with the investment or operation and maintenance facilities for Federal and non-Federal entities. Prepares extensive and detailed information supporting assumptions in studies used for rate adjustments or methodologies. Coordinates with the other offices to ensure rate methodologies are consistent with contracts, filed tariff, and industry or mission objectives. Qualifications Specialized Experience: GS-11: Experience in automated financial and data management systems and computer skills to collect data and perform data analysis using, databases, spreadsheets or charts. -OR-A combination of education and experience as detailed on the Office of Personnel Management website linked here. GS-12: Experience in electric power and transmission rate setting and experience in automated financial and/or data management systems as they relate to energy or financial accounting and advanced computer skills to collect data and to perform data analysis using databases, spreadsheets, and/or charts. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
