Federal Aviation Administration Public Notice for Community Planner (Direct Hire) in United States

Summary This is a public notice for FAA authorized Community Planner (0020) positions open to U.S. Citizens. Positions may be announced for FV-F through K or grades FG-7 through 15 to support the Infrastructure Investment and Jobs Act 2021. Responsibilities This series includes professional positions concerned with community planning and with developing the art and science of planning to apply to communities such as urban or rural neighborhoods, villages, Indian reservations, cities, counties, regions, States, or the nation. Community planning work requires knowledge of planning concepts, principles, techniques, and practices; the social, economic, political, and physical elements involved in human settlements; and the dynamics of change within these elements. Planners identify community needs, resources, and problems, and assist citizens to make decisions on goals, policies, priorities, plans, programs, and methods of implementation designed to create a physical, economic, and social environment in which the human activities desired by the members of the community may flourish. A) Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance OR B) Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. In addition to meeting the basic requirements above, applicants must also meet the qualification requirements listed below for positions at FV-G level and above. Please note that specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that are typically in or related to the work of the position to be filled. FV-G. Education. Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR at least one year (52 weeks) of specialized experience that is equivalent to the FV-F (FG/GS-7/9 grade level or equivalent in other pays systems) that provided the knowledge, skills and abilities to perform successfully the work of the position being filled. Examples include experience in applying planning design principles, experience in evaluating planning plans, studies or reports, experience gathering and analyzing data from a variety of sources. FV-H. Specialized Experience. At least one year (52 weeks) of specialized experience that is equivalent to the FV-G pay band (or FG/GS-10/11 grade level or equivalents in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples may include: Experience in evaluating planning plans, studies or reports. FV-I. Specialized Experience. At least one year (52 weeks) of specialized experience that is equivalent to the FV-H pay band (or FG/GS-12 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: Experience developing or approving airport layout plans; experience developing or reviewing planning consultant contracts and scopes of work; and experience providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation. FV-J. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FV-I pay band (or FG/GS-13 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: experience developing or approving airport layout plans; developing or reviewing planning consultant contracts and scopes of work; providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation; and providing technical guidance to staff and representing management at technical meetings. FV-K. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FV-J pay band (or FG/GS-14/15 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: experience overseeing or leading teams in developing airport layout plans; overseeing/coordinating the development contracts, scopes of work and assessing the quality of deliverables; providing expert level advisory and technical guidance to the top level agency executives, managers and public sector officials on airport planning, airspace, airport design standards, contract administration, and in general, on all aspects of airport project implementation; and providing expert technical leadership and guidance to staff and representing the agency in meetings with internal/external officials.
