Summary As a Management And Program Analyst (Finance and Procurement), you will be a contributor who advises on, analyzes, develops, and evolves business services across the OFR. This is a remote position. The salary range listed depicts DC locality pay. Salary will be determined upon selection and dependent upon duty location, grade, step, and locality pay of selectee(s). Additional salary information can be found on Compensation and Benefits - Office of Financial Research. Responsibilities The following are the duties of this position at the OR-53. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Serve as a lead and technical expert in analysis, evaluation, and evidence-building. The incumbent will partner with subject matter experts and other analysts depending on the topic. Conduct a wide range of advanced qualitative and/or quantitative analysis to assess the performance of OFR's financial program. Serve as a business liaison for acquisition management, directly supporting and representing stakeholders throughout the procurement lifecycle. Develop, maintain, and improve financial performance analytic dashboards, data visualizations, and reporting tools. Serve as a Contracting Officer Representation (COR). Build partnerships with Contracting Officers and stakeholders to ensure all contract objectives are met. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. A one-year probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the OR-53 (GS-13 equivalent) grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the OR-52 (GS-12 equivalent) grade level in the Federal service. Specialized Experience for this position includes: Evaluating data, developing recommendations to enhance performance, and improving processes, systems, and programs that achieve mission objectives AND Developing, tracking, and reporting of program metrics and objective status for a program and functional area, including financial measures AND Developing, justifying, and monitoring a budget for an enterprise-level program or office AND Managing investment portfolios, such as IT, that are comprised of multiple contract vehicle types and multiple types of products and services AND Developing and executing acquisition strategies and sourcing plans, solicitation packages, technical evaluation panels, contract management, and contract close out in compliance with procurement rules and guidance AND Communicating effectively and tactfully, both orally and in writing, with managers and staff on policies, procedures, and addressing business needs. SPECIALIZED EXPERIENCE: For the OR-52 (GS-12 equivalent) grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the OR-51 (GS-11 equivalent) grade level in the Federal service. Specialized Experience for this position includes: Evaluating data and supporting the development of recommendations to enhance processes, systems, and/or programs that achieve mission objectives, AND Developing, tracking, and reporting of program metrics and objective status for a program or functional area, AND Developing, justifying, and monitoring an annual and/or multi-year budget for a program or office, AND Drafting and supporting the execution of acquisition strategies and sourcing plans, solicitation packages, technical evaluation panels, contract management, and contract close out in compliance with procurement rules and guidance, AND Communicating effectively and tactfully, both orally and in writing, with managers and staff on policies, procedures, and how to address business needs. SPECIALIZED EXPERIENCE: For the OR-51 (GS-11 equivalent): Specialized experience is defined as one-year of experience equivalent to the OR-42 (GS-09) grade level in the Federal service. For this position, specialized experience is defined as meeting A, B, and C below: A. Supporting the development, justification, and monitoring of an annual and/or multi-year budget for a program or project OR Drafting components of acquisition solicitation packages and supporting technical evaluation panels, contract management, and contract close out in compliance with procurement rules and guidance; AND B. Evaluating data and supporting the development of recommendations to improve processes and/or programs OR supporting the development, tracking, and reporting of program metrics and objective status for a program or project; AND C. Communicating effectively and tactfully, both orally and in writing, with staff on policies and procedures OR EDUCATION: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related, in an accredited college or university OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
