Responsibilities Responsible for labor contract negotiations and administration that include multiple contracts and multiple bargaining units. Provides Alternate Dispute Represent management and provides counsel and advice for labor dispute including negotiated grievances, union labor practices and arbitrations. Draft /develop policies on and positions for negotiation to include researching potential union proposals. Responsible for implementing labor relations programs, providing policy guidance and advice to leadership, program managers, other management officials and supervisors. Research case law and assist supervisors in preparing written responses and decision related to those actions. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as: Experience providing advice to management on HR labor relations issues, policy, directives, and/or guidelines; Experience assisting with studies and analyses of HR work place environment issues; Experience in preparing correspondence that required research and presenting findings to varied audiences; Experience providing advice, guidance, and consultation to management on a variety of labor relations matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. This is a not-to-exceed 13 months detail/temporary promotion assignment. At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position or to a position of equivalent pay and grade within your agency of record.
