Summary This position is located within the Bureau of the Fiscal Service, Office of Customer Experience Management, FM QSMO Division. You will serve as a technical expert responsible for advancing financial management business standards; ensuring a standards-based marketplace of solutions and services for federal agencies; and coordinating across the federal financial management community to drive continued development of common capabilities that meet customer agency needs and improve their experience. Responsibilities PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. - Serve as a technical authority on financial management policy, guidance and standards contained in the Federal Integrated Business Framework (FIBF), Treasury Financial Manual (TFM), U.S. Standard General Ledger (USSGL) and other standards published by the Financial Management Standards Committee (FMSC). - Complete reviews and/or audits of service delivery functions that may involve areas across Fiscal Service. These reviews or audits will ensure that program areas delivering services to customers are completing work consistently, with honesty and integrity, along with ensuring compliance with all applicable laws, guidelines, and policies. - Participate in the management and maintenance of federal financial management business standards and additional capabilities. Responsibilities include monitoring updates and changes to government-wide accounting policies, practices, and guidance; interpreting and analyzing impact of proposed updates and changes to standards and financial systems; collaborating with Federal agencies, lines of business, the vendor community, and other stakeholders to gain buy-in for proposed updates and changes to standards; and supporting the development of authoritative materials and documentation. - Perform technical evaluations and reviews of commercial vendor submissions to the marketplace to ensure that common, required federal financial management standards and business exchanges or interfaces are included and can be leveraged by all federal agencies. Input and results directly support recommendations to onboard commercial vendors to the marketplace. - Provide consulting advice to Federal agencies and Federal Shared Service Providers (FSSPs) in the assessments of agency readiness to modernize financial systems and move to marketplace solutions. This is pursuant to OMB Memorandum M-19-16 and subsequent guidance which directs federal agencies to consult with relevant QSMOs prior to developing new or modernized technology that would require a new investment and/or issuance of a new solicitation. Support analyses of alternatives and options, share best practices and lessons learned, elevate challenges, and issues through appropriate channels, and identify opportunities to build partnerships and exchange learnings through collaborative discussions and forums. Requirements Conditions of Employment A one-year probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Public Trust - Background Investigation will be required. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Specialized Experience: Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes - Experience with the development or analysis of federal financial management business and data standards.; AND - Experience researching, synthesizing, analyzing, and interpreting technical data, policy, or guidance.; AND - Experience analyzing requirements to support maintenance or implementation of financial systems or enterprise resource planning (ERP) solutions. Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes - Providing research or analytical support for the development of federal financial management business or data standards; AND - Developing financial management policies, procedures, or processes; AND - Supporting financial systems by creating requirements, test scripts, or integrations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks.
