Summary As a Deputy Assistant Commissioner, you will provide authoritative advice, guidance and expertise on all program and policy matters concerning the management of PBS’s facilities management programs. Location of position: Oversee Operations Division; Child Care Center of Expertise, Facilities Operations Division and the Risk Management Division We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities The Deputy independently plans and directs the activities within area of responsibility and works directly with other Assistant Commissioners and Regional Commissioners for PBS, other principal officials of GSA, and industry officials to ensure the facilities management program is well positioned for success. Work is reviewed in terms of overall effectiveness and accomplishment of objectives. Supports establishing national business performance measures and for monitoring regional performance against measures. Establishes program metrics and continually monitors and evaluates nationwide program progress. Uses metric data to troubleshoot and identify problems, issues, and successes. Continually seeks improvements and fosters the sharing of best practices across regions. Performs broad analytical and evaluation functions and oversees and manages staff in the performance of high level, analysis, review and evaluation activities necessary to assess the impact of proposed legislation, Executive Orders, or administration initiatives. Establishes high level partnerships with stakeholders and others and is responsible for justifying, defending, influencing, negotiating and informing senior management officials within GSA, key officials form other government agencies, officials at the Office of Management and Budget (OMB), members of Congress and their staffs, industry leaders and representatives, the heads of professional industry and trade associations, lobbyists, new media, foreign governments, state and local governments, and the public, about policy, legislative, and programmatic considerations that significantly impact the nationwide real estate acquisition program. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience in providing management, leadership and business development oversight, strategic planning and direction, program guidance and policy direction for Property Management Services including the administration and operational management.
