Description

What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:

  • A general salary increase (GSI) of 3.5% effective December 22, 2024.

  • Educational Incentive – An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, OR 5% for completion of a graduate degree.

  • Flexible Workweek – A compressed work schedule (e.g., 9/80 workweek) may be available for some positions.

  • Vacation Accrual – New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

  • Vacation Leave Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

  • Sick Leave – Full time regular employees accrue 3.08 hours of sick leave per pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

  • Health Plans – You are afforded an annual flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.

  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care expenses.

  • Pension Plan – Participation in County’s defined pension plan, which has reciprocity with CalPERS.

  • Holidays – 12 paid days per year which includes a scheduled floating holiday.

The Department

The Information Technology Services Department works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, radio/ voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.

The Position

Working within the Network Services Division, under general supervision (I), or under direction (II) the Telecommunications Network Analyst (TNA) coordinates development and maintenance of, and provides user support in, telecommunications network systems.

Distinguishing Characteristics

The Telecommunications Network Analyst I is the entry level classification in the series which will work in a limited capacity or as a trainee for the Network Analyst II. The classification requires general experience with telecommunications equipment and networks and is expected to complete assignments under guidance and supervision.

The Telecommunications Network Analyst II is the journey level classification in this series. The classification requires specific experience with telecommunications equipment and networks and is expected to complete assignments under minimum supervision.

The Ideal Candidate

The ideal candidate will have a minimum of three years’ experience working in a medium to large, converged network environment that includes Cisco VoIP Infrastructure, Cisco Unified Communications Manager, Unity Connection Voicemail, Unified Contact Center Express or Enterprise, MGCP/H323/SIP protocols. They will also have experience with call recording/monitoring platforms as well as telecommunication circuit provisioning. Cisco certification is highly desired.

AGENCY/DEPARTMENT: Information Technology Services Department / Network Services Division

Telecommunication Network Analysts I/II are represented by the Service Employees' International Union (SEIU) and are eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies for this position only. There are currently two (2) Regular, Full-time vacancy within the Information Technology Services Department.

TENTATIVE SCHEDULE

OPENING DATE: Thursday, May 2, 2024

CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

APPROXIMATE SALARIES

Telecommunications Network Analyst I: $22.20 - $ 31.11 per hour

Telecommunications Network Analyst II: $ 29.28 - $ 41.21 per hour

NOTE: If appointed at the lower level, incumbent may be promoted to higher levels without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties

Duties may include but are not limited to the following:

  • Identifies telecommunications equipment and/or network components to evaluate performance of the network connectivity (i.e. telephone sets, terminals and applications);

  • Updates documentation to accurately reflect the current county-wide telecommunications network, and its capacity for growth;

  • Supports users' written requests for work, in the form of adds, moves, or changes to their network telecommunications environment;

  • Analyzes customer/voice related network problems and applies pre-defined solutions to correct system malfunctions;

  • Participates in work group meetings to remain current with agency requirements and county strategies;

  • Actively works through On the Job Training materials and peer-to-peer sessions to achieve proficiency in all areas of responsibility;

  • Responds to service requests, incidents and problems in a service management system accurately documenting labor hours and inventory for billing and performance monitoring;

  • Provides a high level of customer service to both internal and external partners;

  • Performs other related duties as required.

At the (II) level additional duties may include:

  • Identifies telecommunications equipment, premise based or hosted solutions to aid in the evaluation of network performance and connectivity for systems such as: telephone sets, terminals, microwave systems, T1/T3 equipment, IP PBX systems, voice mail systems, call center applications, electronic faxing solutions etc.);

  • Develops the mechanisms for, and maintains an accurate base of, documentation reflecting the current county-wide telecommunications network, and its capacity for growth;

  • Provides reports on status of project completion through the use of IT Services standard systems;

  • Identifies, develops, implements & maintains centralized voice network management capabilities;

  • Conducts traffic analysis and capacity planning studies to optimize performance of voice related technologies;

  • Makes proactive recommendations for appropriate technologies supporting the users' long-term needs.

Typical Qualifications

EDUCATION, TRAINING, AND EXPERIENCE

TNA I: Some telecommunications support experience which includes exposure to components of data and telephony networks, related equipment, design and engineering.

The required knowledge, skills and abilities may also be obtained by completion of college level course work in Network Systems Administration, Communications Technology, or related subjects, and/or at least two (2) years of full-time experience at the Telecommunications Network Specialist I level or equivalent experience.

TNA II: Considerable telecommunications support experience which includes exposure to components of data and telephony networks, related equipment, design, engineering and working in a team environment coordinating work of other telecommunications technical resources.

The required knowledge, skills and abilities may also be obtained by completion of college level course work in Network Systems Administration, Communications Technology, or related subjects, and/or at least two years of full-time experience as a TN Analyst I or equivalent experience.

NECESSARY SPECIAL REQUIREMENTS

  • Ability to lift objects weighing up to forty (40) pounds with or without a reasonable accommodation;

    KNOWLEDGE, SKILLS, & ABILITIES

  • Work with other telecommunications analysts using a variety of test equipment and tools;

  • Collect and analyze data and electronic test information to support converged networks.

Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
