POSITION: Workforce Development Coordinator
DUTIES: * Position is responsible for assessing the client's individual and family needs to create an Individual Responsibility Contract (IRC) with the client. * The position will monitor client progress toward self-sufficiency (job search/employment, education/certification and/or job skill development activities). * This position will also obtain referrals from the Division of Child Support Services (DCSS) for court ordered clients. * Accept referrals from DES and DCSS technicians for assistance. * Will attend DCSS court hearings weekly to assist in referrals for DCSS clients. * Assess individual and family needs that include supportive services, work history, education, skill level, childcare, etc. * Identify barriers, which prevent the client from participating in the program. * Communicate the purpose of the self-sufficiency program and the consequences of failure to cooperate. * Reinforce client self-esteem and motivation by continually providing positive feedback concerning progress toward achievement of self-sufficiency. * Defuse hostility and assist clients to assess their own situation and job readiness. * Develop realistic Individual Responsibility Contracts (IRC) for achieving self-sufficiency to include clients' skills, knowledge and abilities, the labor market and the resources available. * Provide financial resources, child care services, or other services needed to overcome the identified barriers. * Follow-up and monitor the completion of the steps outlined in the IRC. * Counsel clients regarding barriers to employment. * Refer clients to community resource agencies and/or employers previously recruited in the community. * Contact prospective employers for new job openings; follow up visits to evaluate success of placements. * Enroll applicants and recipients in the appropriate component and monitor their progress. * Determine when clients are in non-compliance. * Determines if a sanction or discontinuation is necessary, notifying eligibility technician. * Manage caseload forms; record all contracts; share case information with eligibility technicians; compile reports. * Performs other related duties and responsibilities as required or assigned.
REQUIREMENTS: * To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. * Must possess a valid driver's license, reliable transportation, and specified car insurance. * Must be willing to travel to rural areas of the county and out of town as needed. * Must be able to successfully pass a criminal background check and drug screen. * Will be required to provide a driving history if a position is offered. * A professional and appropriate dress code is in effect for all employees of the office.
PREFERRED SKILLS: * Ability to read, analyze, and interpret the most complex documents. * Ability to respond effectively to the most sensitive inquiries or complaints. * Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. * Ability to work with mathematical concepts such as probability and statistical inference. * Ability to define problems, collect data, establish facts, and draw valid conclusions. * To perform this job successfully, an individual should have knowledge of word processing software, spreadsheet software, payroll systems, and state defined case management systems. * Associates Degree in business, accounting, or human service related field from an accredited college or university or a degree in one of the behavioral sciences; * OR, two to three (2-3) years of direct experience in Colorado Benefits case management and/or community outreach in financial aid services (specifically in Colorado Works TANF Programming).
Preferred Requirements * Bachelor's Degree in business, account ng, or human service related field or a degree in one of the behavioral sciences. * Five (5) years of direct experience in Colorado Benefits case management and/or community outreach in financial services. * Bilingual in English and Spanish helpful but not required. * Knowledge of judicial processes and execution of State department mandates. * Position requires substantial movement with respect to repetitious standing and sitting within the office area and in the public.
WAGE: Salaried Position/annual wage range: $38,400.00 up to $40,248.00.
