Job Summary
Are you ready to make a significant impact with your GIS and database expertise at the City of Toronto? We are seeking a talented and enthusiastic practitioner to join our dynamic team with knowledge and experience in database administration, architecture, modeling and design with Oracle and PostgreSQL database management systems.
As a key member of our team, you will leverage your domain expertise and hands-on experience managing the City’s Corporate Geospatial Repository that hosts over 700 geospatial datasets on behalf of over thirty-five City Divisions.

Major Responsibilities
Leads and directs all work activities including user requirement studies, feasibility studies, planning and development of new systems, methods and procedures. Provides guidance regarding policy, procedures, priorities and methods. Ensures that corporate and technical standards are followed.
Supervises and provides direction and guidance to the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
Participates in hiring processes, including preparation of job requirements and interview questions, interviewing, evaluating and making recommendations.
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Manages and takes the leading role in projects. Establishes and directs project schedules, resource assignment and budgets. Ensures services and products are delivered in a timely and efficient manner.
Provides expertise, advice, consultation and analysis in various aspects of geospatial service management such as geospatial license management, strategic roadmaps and directions, defining and monitoring service requests, service levels and agreements.
Advises clients, partners and stakeholders to enable the optimal use of the City's Geospatial Platform including cost-benefit analysis and return on investment scenario planning.
Provides consultation to business units to identify and analyze current business processes and practices in the context of providing geospatial information and technology to their operations and service delivery, with the goal to improve their processes and productivity by integrating with the Enterprise Geospatial Platform.
Sustains accessibility and ensures high performance of the Enterprise Geospatial Platform using leading edge database management, Internet and geospatial technologies.
Provides services and products to internal and external users through system modelling, database design, application design and management of all application development activities.
Cooperates with other business units to improve their processes and productivity by integrating with Geospatial Databases and Systems.
Conducts reviews, monitors and manages system activities to ensure consistency and high quality.
Develops and publishes specifications and standards for technology, information solutions, and service architectures, in order to ensure usability and continuity of geospatial solutions.
Liaises with software and system vendors, conducts feasibility studies, reports and presents recommendations as to directions to be taken by the City for geospatial information management.
Analyzes trends in technologies and the application development industry, evaluates software and recommends purchase and use of new technologies and tools.
Conducts information sessions on geospatial architectures, tools, components, services, technologies and methodologies contributing to improvements in operational efficiency and effectiveness.
Participates in procurement processes including preparation of technical specifications, attending vendor presentations, and evaluation sessions. Participates in contract negotiations and manages the overall solution delivery.
Recommends and implements privacy and quality assurance requirements consistent with both the Municipal Freedom of Information Privacy and Protection Act (MFIPPA), and corporate and legislated standards regarding the storage, processing and retention of confidential data.
Prepares and/or supervises the preparation of various formal contractual documents such as Request For Information/Proposal/Quotation (RFI/P/Q), Statement of Work (SOW), Memorandum Of Understanding (MOU) and Service Level Agreements (SLA).
Key Qualifications:
Your application must describe your qualifications as they relate to:
Post-secondary Degree in Computer Science, Information Technology, Mathematics, Geographic Information Systems, or an equivalent combination of education and experience.
Extensive experience in data management including architecture, modelling, structures, maintenance, and automation.
Extensive administrative experience with database installation, configuration, backup and recovery of Oracle Grid Infrastructure and PostgreSQL.
Extensive development experience with SQL DBs, preferably Oracle with Spatial and PostgreSQL, PostGIS and Esri geodatabase.
Considerable experience with Esri ArcGIS Enterprise technology and geospatial solutions leveraging Python, SQL and Esri APIs based on Service Oriented Architecture
Strong leadership skills and the ability to make bold data-driven decisions, transform and influence, while effectively collaborating with stakeholders at all levels
Resourcefulness, analytical problem-solving skills, excellent communication skills, and ability to handle competing priorities.
