Job Summary

Reporting to the Program Manager, EWMS PF&R, this position will help to guide policies/procedures regarding program specific requirements, with a heavy focus on asset data as PF&R transitions to a new asset management system. This role will help to consolidate data sets, improve data quality, enhance data analysis, optimize business processes and guide innovative and strategic planning. The role will give PF&R the ability to harness the power of data for strategic decision-making, operational efficiency, and improved service value.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.

  • Collaborate, motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

  • Leads tasks and projects related to the modelling, analysis, and interpretation of divisional and other datasets including spatial data.

  • Designs, tests, and builds complex models to solve complex divisional analytics problems, identifying opportunities for using advanced statistical and predictive modelling techniques.

  • Investigates and implements cutting edge machine learning techniques.

  • Develop, implement and evaluate work plans, carry out data migration plan defining the detailed tasks/ activities/ timeline required for the migration of data to Maximo in alignment with project implementation plan including: Test scripts, User acceptance testing plan of the migrated data etc.

  • Explores, analyses, and advises the Team Lead and Manager on the value and applications of, and challenges associated with, emerging datasets.

  • Works with various research methods.

  • Builds processes and methods to ingest and analyze large datasets from structured and unstructured data sources such as GPS-probe data, sensor-based data, and other large datasets.

  • Conducts peer and literature reviews on modelling and analysis techniques in tabular and spatial data science. Establishes and applies best practices in documenting processes, models, analyses, and code.

  • Enables access to, and leverages, datasets by supporting data pipelines, build queries and ETLs/ELTs, and supports statistical and inferential analysis.

  • Keeps abreast of the latest research in the relevant fields, spatial data analytics and machine learning.

  • Serves as a subject matter expert on decisions or questions related to data analytics and modelling.

  • Makes recommendations and implement improvements to the system to optimize computation and storage resources for data.

  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondences) for the Division and City Council.

  • Works with internal and external partners and private sector collectors, disseminators and analysts to collect and analyze data on behalf of the Division and ensure that activities align with business requirements.

  • Develops strategies to ensure information is available and accessible for stakeholders including Council, the public, and staff.

  • Attends and presents at conferences and technical working groups, spatial analytics, data analysis, and/or machine learning.

  • Fosters and maintains effective working relationships and networks with divisional staff, other government agencies, and other data science professionals.

  • Monitors and evaluates the functionality of applications developed at the Division, and makes recommendations for enhancements.

  • Ensures compliance with safety and security matters under Occupational Health & Safety legislation and Divisional safety and security policies.

Key Qualifications:

  1. Post-secondary education in a discipline pertinent to the job function or an equivalent combination of education and experience.

  2. Experience applying project management processes and methodologies to execute, monitor, and control project delivery.

  3. Extensive experience designing and implementing Enterprise Asset Management (EAM) systems including planning, configuration, data migration, testing, training and go-live support. Experience with IBM Maximo considered an asset.

  4. Considerable experience facilitating sessions with stakeholders and coordinating cross-functional teams (IT, operations, maintenance, Capital etc.).

  5. Experience in extraction of data from source systems, transforming and cleansing source data as needed to ensure compatibility with IBM Maximo’s data structures and organization needs and standards.

  6. Highly developed written and oral communication skills including writing reports, briefing notes, and delivering presentations.

  7. Demonstrated extensive expertise in data management principles and practices, including data governance, data quality assurance, data integration, and data analysis

  8. Knowledge of current and emerging technologies.

  9. Familiarity with Toronto Public Service values and ability to support an ethical, supportive and respectful workplace culture that champions equity, diversity and inclusion.

  10. Must be familiar with safety and security matters under Occupational Health & Safety legislation and Divisional safety and security policies

  11. Ability to travel to various locations as required within the City of Toronto, included Parks and Parks yards. This may exceed the City prescribed 2-3 days in office.

Data Management & Technical Skills

  • Leads tasks and projects related to the modelling, analysis, and interpretation of divisional and other spatial datasets.

  • Builds processes and methods to ingest and analyze large datasets from structured and unstructured data sources.

  • Transform and cleanse data as needed to ensure compatibility with Maximo's data structure and organization needs & standards.

  • Identify the Source Systems, understand functionality and data structure, analyse source data for quality and completeness. Preparation of data dictionaries from the source systems. Prepare data collection sheets as required.

  • Define mapping of data elements from source systems to the corresponding fields in Maximo

Project Management & Change Management Skills

  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

  • Develops, implements, and evaluates work plans for divisional data projects and tasks.

  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondences) for the Division and City Council.

  • Ensure conformance to organizational data governance policies and standards.

  • Work with project teams, key business and IT stakeholders to implement an EAM system

  • Works with internal and external partners and private sector to collect and analyze data on behalf of the Division. Develops strategies to ensure information is available and accessible for stakeholders including Council, the public, and staff.

  • Fosters and maintains effective working relationships and networks with divisional staff, other government agencies, and other data science professionals.

Analytical Skills

  • Explores, analyses, and advises the Team Lead and Manager on the value and applications of, and challenges associated with, emerging datasets.

  • Utilizing strong analytical skills with the ability to assess complex data requirements and develop solutions, troubleshooting and resolving issues related to EAM systems data and functionality
