Job Duties: This is advanced auditing work in examining and analyzing judicial branch operations and finances. Work involves providing analysis and recommendations resulting from operational and financial audits of the district courts and the centralized payment center. In addition, this position directs the overall operations of the internal audit department, which includes the court accounting division, including supervision of staff. The work is performed under the direction of the Chief Financial Officer.

Examples of work performed

  • Reviews procedures and operating controls for compliance with generally accepted accounting principles, current statutes, rules and regulations, and established policy and procedures. 

  • Audits court records for financial accountability, case tracking and asset control. 

  • Develop audit findings and prepare audit reports.

  • Maintains schedule of audits to ensure district courts and the centralized payment center are audited within a reasonable period or as often as necessary.

  • Ascertains reliability of management data developed, appraises the quality of performance for assigned responsibilities and recommends operational improvements. 

  • Researches, develops and drafts policy statements, procedures and operational manuals to enhance the state’s court system.

  • Oversees the district accounting team to ensure proper oversight and balancing of district court financials.

  • Ensures that audits are conducted in accordance with generally accepted government auditing standards, the International Standards for the Professional Practice of Internal Auditing, and with generally accepted auditing standards and that financial records are in compliance with generally accepted accounting principles.

  • Performs related work as required.

    Required Education and Experience:  Graduation from a four-year college with a degree in business administration, public administration, accounting, economics, or closely related field and five years’ experience in auditing, accounting, business or public administration.

    Preferred Education and/or Experience: Current CPA or 5 or more years of increasing enterprise level accounting or audit experience. Supervisory experience also preferred.

    Required Knowledge, Abilities, and Skills:

  • Knowledge of the principles, practices and procedures of accounting and auditing.

  • Knowledge of state laws and regulations relating to fiscal affairs.

  • Through knowledge of professional accounting and auditing standards, including generally accepted government auditing standards, International Standards for the Professional Practice of Internal Auditing, generally accepted auditing standards, and generally accepted accounting principles.

  • Ability to detect and reconcile discrepancies in financial records.

  • Ability to apply knowledge to the performance and solution of a wide variety of accounting or fiscal problems.

  • Ability to establish and maintain satisfactory working relationships with other employees, state and other government officers, and the public.

  • Experience assigning, supervising, and evaluating the work of professional staff.

  • Ability to recognize the need for change and respond flexibly to changing demands, propose solutions, and ensure that solutions are implemented.

  • Ability to prioritize work, work independently without daily direct supervision, and manage a variety of projects simultaneously in a high-pressure atmosphere under severe time constraints.

  • Ability to evaluate alternatives and develop sound conclusions and recommendations.

  • Ability to communicate clearly, concisely, and effectively, both orally and in writing.
