Description
POSITION SUMMARY:
Under general supervision performs work of moderate difficulty in the monitoring, operation, adjustment and minor maintenance of pumps, valves, engines, treatment processes and other equipment in the Water Plant and at the pump stations; performs related work as required.
ESSENTIAL JOB FUNCTIONS:
Operates and maintains water treatment and chemical feed equipment including but not limited to, filtration, chlorination, sodium chlorite, purification, water softening, fluoridation, sludge dewatering and carbonation equipment
Manually operates all plant valves, including filter valves, and the sludge collection system
Takes any meter readings manually as needed
Investigates any part of the system and any alarms as directed by the Senior Water Control Room Operator;
Performs minor and daily maintenance as needed which includes, but is not limited to, replacing shear pins, tightening screws and lubing
Responsible for monitoring security systems
Checks, inspects, records and reports the need for equipment maintenance and repair;
manually runs both high service, low service and emergency power stations as needed including but not limited to, correctly operating all pumps and motors, maintaining proper pressures, operating voltage switch gear, operating diesel stand-by power generators
Assists in training and instructing new employees as needed
Conducts performance tests of equipment; responsible for performing simple laboratory tests as needed such as turbidity, alkalinity and hardness; manually removes fish, mussels, or other debris from low service screen well as directed or to maintain operations
Assists in monitoring and operating computer system to ensure proper operation of various sections of the water treatment system
Performs housekeeping duties and cleans machinery; prepares reports and records as directed.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
Water Treatment systems (intake, distributions, pumping, treatment)
Operation and maintenance of stationary engines, pumps, electric motors, and associated equipment
Tools, equipment, materials and supplies pertinent to the trade
Chemical reactions and applications in a water treatment system
Hazards and safety precautions of the work
Skill in:
Using basic tools and operating and maintaining a variety of engines, pumps, motors, and other mechanical equipment
Operating a computer, writing reports and keeping records.
Communicating and working well with others
Ability to:
Work with individuals of diverse backgrounds
Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients
REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Graduation from high school or General Educational Development (G.E.D.) Tests equivalency and be designated as an operator in training (OIT) by the State of Ohio after passing the Class I Water Supply exam.
A Class I Water Supply Operator License issued by the State of Ohio or an equivalent license from another state and one (1) year of experience in the operation of equipment in a water treatment plant is preferred.
An individual with an equivalent license from another state must obtain the State of Ohio Class I Water Supply Operator License within one (1) year from the date of appointment.
An individual designated as an operator in training (OIT) by the State of Ohio must obtain a Class I Water Supply Operator License after one (1) year of employment in the Division of Water Treatment.
Position assignment may require the possession of a valid State of Ohio driver's license.
Applicants must possess an Ohio Class I Water Supply Operator in Training (OIT) designation before applying for the position.

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.
