Duties Description The (Health) parenthetic is necessary for this position because it requires specialized knowledge of state and federal EMS and trauma systems, as well as public health data reporting standards. The EMS and Trauma Data Systems Unit Coordinator supports systems critical to the Department of Health’s oversight of EMS care, including patient registries, ePCR, and licensing platforms. The position integrates health program expertise with business systems analysis to ensure compliance with public health goals and national standards such as NEMSIS and NTDB. Duties include:Business Process Analysis and Optimization: Research, gather, and document business requirements for EMS and Trauma data systems, including the EMS and Trauma patient registries, the electronic patient care reporting (ePCR) portal, and the licensing system; Analyze existing (“as-is”) workflows and identify inefficiencies or opportunities for improvement within EMS and Trauma data processes; Create and maintain “to-be” process models, flowcharts, and supporting documentation to guide future system enhancements; Ensure that business processes and system workflows align with applicable national standards, including the National EMS Information System (NEMSIS) and National Trauma Data Bank (NTDB).System Requirements Development and Support: Assist in defining and documenting technical and functional requirements to support system development, upgrades, or configuration changes; Translate business needs into functional specifications and collaborate with IT staff to ensure system development aligns with operational goals; Participate in testing, validation, and issue resolution for EMS and Trauma data systems to ensure they meet user needs and comply with NEMSIS and NTDB data collection and submission standards.User Support, Documentation, and Training: Develop and maintain system documentation, including user manuals, SOPs, training guides, and process documentation; Support training sessions for system users, program staff, and EMS agencies on EMS and Trauma data systems and licensing platforms; Provide user support by responding to inquiries, troubleshooting system-related issues, and ensuring accurate and consistent system use in accordance with national data standards.Implementation Support and Continuous Improvement: Support the implementation of new features, updates, or modules for EMS and Trauma data systems, ensuring a smooth rollout and minimal disruption to users; Monitor system performance post-implementation and collect feedback to identify areas for refinement; Recommend and support system or process improvements based on evolving operational, regulatory, and user requirements, with a focus on maintaining compliance with NEMSIS and NTDB standards.Stakeholder Engagement and Communication: Act as a liaison between internal program staff, IT teams, EMS providers, and external partners to ensure clear and accurate communication of business needs and system functionality; Participate in meetings, workgroups, and system planning efforts, offering subject matter expertise related to EMS and Trauma data systems; Contribute to user support coordination efforts and provide insight into system improvement opportunities based on stakeholder feedback and alignment with national reporting standards.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Business Systems Analyst 1 (Health), SG18 OR current DOH employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6 or Section 70.1 of the NYS Civil Service Law.Non Competitive Candidates via NY HELPS: Business Systems Analyst Trainee 1 (Health), SG14: A bachelor's or higher degree.Business Systems Analyst Trainee 2 (Health), SG16: A bachelor's degree and one year* of professional business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (CDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.Business Systems Analyst 1 (Health), SG18: A bachelor's degree and two years* of professional business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (CDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.*Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Preferred Qualifications: Certifications / Licenses: Certification in business analysis (e.g., Certified Business Analysis Professional [CBAP], PMI Professional in Business Analysis [PMI-PBA]) or project management (e.g., PMP, Certified Scrum Master) is desirable; Completion of training or coursework in data systems, health informatics, or public health data management; ICS (Incident Command System) certifications (e.g., ICS 100, 200, 700, 800) or related emergency services or public health preparedness training; Familiarity with National EMS Information System (NEMSIS) and National Trauma Data Bank (NTDB) standards is highly desirable.Experience: At least two years of experience in business systems analysis, preferably supporting EMS, trauma, public health, or healthcare-related information systems; Experience analyzing and documenting requirements for patient registries, licensing systems, or electronic data submission portals; Experience in system testing, validation, and implementation support across the system development life cycle (SDLC); Experience supporting compliance with national health data standards and contributing to data quality or reporting initiatives.Knowledge / Skills / Abilities: Strong understanding of business analysis methods and tools such as use case development, workflow mapping, fit-gap analysis, and process modeling; Knowledge of data reporting standards for EMS and trauma systems, including NEMSIS and NTDB data element structures and validation requirements; Ability to translate business needs into technical specifications and communicate effectively with both program staff and IT teams; Proficiency in creating and maintaining system documentation including user guides, SOPs, and training materials; Strong written and verbal communication skills, with the ability to present findings and facilitate collaborative discussions with stakeholders; Analytical thinking, attention to detail, and ability to manage multiple projects in a dynamic and evolving environment.

Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station.
