THIS IS A STATE OF FLORIDA OTHER PERSONAL SERVICES (OPS) POSITION.

Job Description:

This full-time OPS position is a highly responsible administrative position under the direct supervision of the Deputy Director in the Division of Blind Services. The incumbent will work on behalf of the Division and lead efforts to create new, or enhance existing, registered apprenticeship programs designed to improve and increase apprenticeship opportunities for blind and visually impaired clients. The incumbent will coordinate and partner with FDOE staff, employers, federal, state, public and non-profit agencies to accomplish this goal.

Examples of Work:

  • Plan or participate in small- or large-scale events that convene stakeholders and other partners (sponsors, employers, related technical instruction providers, DBS, CTAE staff, State Apprenticeship Advisory Council) to present and/or discuss DBS action plans and recommendations.

  • Facilitate meetings and discussions.

  • Conduct surveys or focus groups to gather information about client employment and training skill needs.

  • Evaluate employer partner needs to identify and create opportunities for new programs and/or recommend strategies to make existing programs more accessible to individuals with disabilities.

  • Lead or assist with planning, designing, and implementing new programs to address changing community needs.

  • Draft a report with recommendations for long-term strategies to improve accessibility for blind and visually impaired individuals interested in registered apprenticeships opportunities in the state of Florida.

  • Draft action plans and timelines for long- and short-term strategies to increase apprenticeship programs and opportunities for DBS clients.

  • In consultation and/or in coordination with the Bureau of Client Services, develop policies, procedures, and training for the Division’s registered apprenticeship programs.

  • Coordinate with Bureau of Client Services and Information Technology team to ensure that registered apprenticeship data is accurately captured and recorded for reporting purposes.

  • All other relevant duties required/requested by the Director or Deputy Director.

    Knowledge, Skills and Abilities:

  • Extensive research experience

  • Proficiency working with different operating systems including MS Office programs - Outlook, Word, Excel, and PowerPoint

  • Knowledge of data collection methods, reviewing and analyzing data, and data reporting practices.

  • Knowledge of administrative principles and practices.

  • Ability to deal with the public in a tactful and courteous manner.

  • Ability to work independently

  • Ability to utilize problem-solving techniques.

  • Ability to plan, organize and coordinate work assignments.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to interpret federal laws and regulations and state statutes.

    Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university; and four years’ experience in program facilitation, planning, research, evaluation, or administration; or any combination of post-secondary education or verifiable related experience, as described above, may substitute for a total of eight years.

    WHAT IS OPS EMPLOYMENT? Other Personal Services (OPS) temporary employer/employee relationship used solely for accomplishing short term or intermittent tasks. OPS employees do not fill established positions and may not be assigned the duties of any vacant authorized position. OPS employees are at-will employees and are subject to actions such as pay changes, changes to work assignment and terminations at the pleasure of the agency head or designee. OPS employees who work consistently 30 hour per week or more are eligible for State of Florida health insurance. OPS employees are also eligible for a 401k type retirement program through VALIC.
