General Summary

This is work performing analysis and/or programming activities to support the Legislature’s Human Resources Information System (HRIS) users. An employee in a position allocated to this class will typically provide one or more of the following: systems analysis, programming, troubleshooting, training, security/product administration, and direct customer support. This position will also assist the HR office with back-up to any HR process, staff recruiting, training development and training delivery (in person and online).

The Office of Legislative Services provides centralized administrative, management and support services to the Florida Senate, House of Representatives and other legislative offices. The Human Resources Office reports to the Coordinator for the Office of Legislative Services.

The Human Resources Office oversees employment processes such as attendance and leave, onboarding, payroll, workers compensation and benefits administration for the Florida Legislature. The Human Resources Office manages the Legislature’s HRIS and also assists the offices with recruiting and training efforts. The HR Offices is responsible for compliance with policies and procedures and all appropriate approvals regarding personnel actions.

Examples of Work Performed

  • Interacts directly with customers during problem-solving situations.

  • Organizes and maintains accurate written process documentation.

  • Assists in large IT project initiatives of the HR Office (e.g., PALM Implementation, HRIS procurement).

  • Participates in the design, testing and implementation phases of HR systems projects.

  • Assists in coding and configuration activities related to new or existing systems.

  • Prepares and runs HR reports and related correspondence.

  • Reports project status to Human Resources Director in both verbal and written form.

  • Conducts system testing.

  • Learns all HR processes of the HR Office, troubleshoots the HRIS and related systems and offers process improvement ideas.

  • Interacts with vendors to obtain information needed in problem-solving or other related areas.

  • Researches human resource industry technological advances which could be of use in the legislative environment.

  • Develops and supports recruitment efforts and enhancements for Legislative offices.

  • Develops and presents user education relating to the HRIS and related human resource topics.

  • Performs other related duties as required.

    Knowledge, Skills, and Abilities

  • Knowledge of information systems (preferably HRISs) terminology and concepts.

  • Knowledge of specialized tools used to maintain applications.

  • Knowledge of information systems operations, equipment, procedures, and workflow.

  • Ability to apply specialized information systems knowledge relating to hardware, systems software, application development, training, user assistance, publications or operations.

  • Ability to analyze and solve problems.

  • Ability to professionally communicate verbally and in writing.

  • Ability to read business process models and break down and document business and technical processes.

  • Ability to produce quality work under pressure.

  • Ability to conduct in-depth and carefully documented analysis under minimal supervision.

  • Ability to develop and provide training on the HRIS and other HR topics.

  • Ability to work effectively in a team and/or project management environment.

  • Ability to step into any HR process and provide back-up to co-workers; offer process improvement ideas.

  • Ability to hold sensitive and confidential information in confidence.

  • Ability to provide excellent customer service to all internal and external customers.

    Minimum Qualifications

    A bachelor’s degree from an accredited college or university in computer science, management information systems, mathematics, or engineering.

    Progressively responsible information systems experience can substitute on a year-for-year basis for the required college education. Any combination of progressively responsible information systems experience and postsecondary training in disciplines as described above totaling four years.

    Preferred Experience

Experience working in a public or private sector HR office.

Experience as a Project Management Professional.

Experience with State of Florida information technology procurements and implementations.

Salary

Commensurate with experience.
