    DUTIES AND RESPONSIBILITIES:

    This position is responsible for contract management activities within the SHINE (Serving Health Insurance Needs of Elders) Program. This professional position requires knowledge of National SHIP (State Health Insurance Assistance Program), corresponding Federal regulations, data collection handbooks, training and guidance letters, and other program documents.

    Manages contracts between the SHINE Program and the designated Area Agencies on Aging. Related duties include reviewing expenditure reports, deliverables, programmatic reports, and requests for payments to ensure effective and efficient utilization of funds in compliance with requirements in contracts/agreements and the mission of the Department; providing technical assistance to the Area Agencies on Aging and other direct recipients of Department funds to facilitate management of the SHINE Program and responds to issues related to contracts and contractor operational performance; assisting in identifying and developing training materials and providing training to the Area Agencies on Aging, volunteers, service provider staff, and others as appropriate.

    Facilitates the Department’s monitoring of the Area Agencies on Aging by providing input to ensure the administration of Federal programs, the delivery of services, and the agency’s operation comply with established standards and produce outcomes consistent with the Department’s contracts or agreements and mission. Reviews and provides written comments, as applicable, on draft and final reports of monitoring findings, recommendations, and required actions and oversees the approval and implementation of corrective action plans or other required measures. Facilitates and conducts Quality Assurance and Data Validation reviews, either on-site or via desk review, for contractor(s). Prepares detailed monitoring reports, which contain clearly stated observations, technical assistance provided, findings or areas of non-compliance, and required corrective actions. Follow up with contractor(s) on any corrective action plans. Conducts visits to the Area Agencies on Aging. Complies with and monitors (when applicable) the mandatory requirements in Section 215.42, F.S., and Ch 3A-24, Florida Administrative Code. This is a confidential position as defined in Section 447.203(5), F.S. Maintain up-to-date knowledge of federal and state laws and rules about the oversight of the programs and contract management. As part of the contract manager’s responsibilities, incumbent is required to maintain continuing professional education and training in the contracting process as deemed appropriate by the Department, including an annual review of the Contract Manual and any updates and FCCM Training.

    Responsible for work on the project design and implementation of grant-funded initiatives, such as the SHINE (Serving Health Insurance Needs of Elders) Program; examples include preparation of management materials and other governing documents to support initiation of new service delivery models, development of operational protocols, establishment of quality assurance standards, leadership of stakeholder workgroups. Coordinates internal and external activities involving the Department and partners from the aging network, state agencies, stakeholder groups, and other entities relevant to meeting grant objectives.

    Acts in the capacity of volunteer manager for the SHINE Program ensuring appropriate screening, communication, recognition, evaluation, and remediation processes are in place for all SHINE volunteers. Develops volunteer-related policies and procedures in coordination with other Department volunteer management professionals. Plans and facilitates retention activities designed to support and engage the existing volunteer base continually. Utilizes designated evaluation tools, and surveys, and conducts regular volunteer competency reviews to assess each volunteer’s ability to appropriately provide services and demonstrate/abide by program guidelines and expectations. Works in collaboration with SHINE program management to monitor volunteer status (i.e. active vs. inactive due to inadequate one-on-one counseling and reporting in STARS/SIRS, leave of absence, or resignation).

    The SHINE Contract Manager acts as the first point of contact for their designated SHINE Liaisons and program staff and assists with any volunteer concerns that arise. Maintains SHINE Volunteer Directory, in coordination with the training staff, and works with local SHINE Liaisons and support staff to ensure that volunteer data listed in those systems is up-to-date and accurate. Works in coordination with SHINE management to ensure proper maintenance of the SHINE website and paperwork submission process. Processes and maintains all new volunteer applications, volunteer screening guides, and license checks, coordinates background clearances, training rosters, and volunteer status changes, develops and manages all volunteer correspondence, volunteer appointments, and volunteer resignations. Works in collaboration with the SHINE Training and Research Manager to ensure proper training protocol. Researches, develops, and improves upon volunteer management processes. Researches and identifies methods to improve support of the volunteer counselor workforce.

    Incumbent must be able to meet the following:

  • Possess strong written and oral communication skills, required for public speaking and report writing, use correct grammar, punctuation, and spelling. Is detail-oriented and able to enter data accurately into a computerized system. Able to navigate multiple computer screens, applications, and online research engines. Basic proficiency in Microsoft Windows Operating environments and Office Suite products to include Word, Excel, Outlook, PowerPoint, OneDrive, and SharePoint.

  • Ability to prepare clear, complete, concise, and accurate records, reports, correspondence, and other documentation in a logical format within established timeframes.

  • Ability to demonstrate a professional and courteous demeanor. Ability to establish and maintain cooperative working relationships with the public and staff. Ability to work independently and with teams at the unit and agency where appropriate.

  • Willing and able to make decisions and exercise sound judgment; to accept responsibility for one’s own actions and decisions; to adapt to changes in work assignments, procedures, and technology; and to be committed to improving individual performance.

  • Willing and able to follow written and oral directions and instructions from management and carry out the directives of people with duly delegated authority.

  • Willing and able to resolve any differences with management constructively and accept and abide by management’s direction and decisions.

  • Possess strong project management skills.

  • Ability to travel statewide. Ability to lift and carry a laptop and associated documents and equipment for training (up to fifteen pounds).

  • Understand methods of data collection and analysis; have the ability to organize data into logical format for presentation in reports, documents, and other written materials, including training presentations; utilize problem-solving techniques; research, plan, organize, and coordinate work assignments.
