The Work You Will Do:

This is Government Operations Consultant II position within the Division of Waste Management, Permitting and Compliance Assistance Program (PCAP). The selected candidate will be primarily responsible for the review, analysis and maintenance of financial responsibility documentation and data submitted by the regulated community in compliance with applicable Department rules. This is a professional position primarily responsible for the review, analysis and maintenance of financial responsibility documentation and data submitted by the regulated community in compliance with 40 CFR Part 264, Subpart H, as adopted by reference in Rule 62-701.630; 62-710; 62-711; 62-713; 62-730; 62-761.400 and 62-762.401, F.A.C. While there are no direct reports, the position will be a Compliance Assistance Financial Assurance Technical Lead tasked with training succeeding staff and act as a senior technical advisor for PCAP financial assurance review/verification/instruction.

    Your Specific Responsibilities:

  • Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of Waste Management to operate more efficiently and effectively.

  • This position is responsible for implementing the state’s financial assurance and financial responsibility programs for the Solid and Hazardous Waste and Tanks programs. This position receives, evaluates and maintains the required financial assurance mechanisms for Petroleum Storage Systems, Solid Waste Management and Hazardous Waste Regulation. Technical assistance is provided to the regulated community, financial institutions, District and other permitting and compliance offices and Inspectors.

  • Reviews financial assurance forms and reports and confers with management and users to identify problems and improvements. Develops and implements records management program and assures compliance with program. Designs, evaluates, recommends, and approves changes based on need and analysis. Gathers and organizes information on problems or procedures.

  • Prepares manuals and trains regulated industry and agency staff in use of new forms, reports, procedures, or equipment, according to state and federal regulation. Provides technical assistance, consultative services, and direction for development, implementation, evaluation and expansion of programs of service in public agencies and local governments.

  • Plans, coordinates and/or presents statewide and regional conferences, meetings, and workshops.

  • Develops and monitors compliance policies and procedures for the administration of federal grant funds or other trust funds monies. Reviews documents and/or contacts appropriate parties to ensure compliance with applicable statutory and regulatory requirements and court orders. Monitors dispute settlement programs, approves claims, and confirms the disposition of awards, settlements and other agreements. Documents findings of study and prepares recommendations for implementation of new systems, procedures, or organizational changes.

  • Consults with federal, state and local officials on matters applicable to the assigned area of specialization.

  • Analyzes financial assurance documentation.

  • Interprets laws, rules, policies and/or regulations.

  • Performs other duties as assigned.

    Required Knowledge, Skills, and Abilities:

  • Knowledge of state financial assurance rules and regulations.

  • Knowledge of records management best practices.

  • Ability to manage grants and contracts.

  • Ability to communicate effectively and in writing to both internal customers and industry representatives.

  • Ability to establish and maintain effective working relationships with a diverse group of professionals.

  • Ability to plan and organize a complex workload.

  • Ability to understand and apply applicable rules, regulations, policies, and procedures.

  • Ability to identify problems and recommend improvements.

    Required Qualifications:

  • Two years of verifiable related experience, as described above.

  • Must currently be employed witht the Florida Department of Environmental Protection

  • Valid Driver License.

  • This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility).
