MINIMUM REQUIREMENTS :

A bachelor’s degree from an accredited college or universityandfour (4) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.

A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES :

The Financial Management Unit has numerous responsibilities within the Bureau of Finance and Accounting. Some of the tasks undertaken to fulfill these responsibilities are performed daily, weekly, monthly, or even only annually. In order to ensure successful completion, the Financial Management Unit engages in cross-training and shared responsibility for most tasks. This position has the following responsibilities:

Responsible for completing the agency’s monthly revolving fund reconciliations and coordinating correcting entries with the Chief’s Office. Responsible for the monthly reconciliation of the Revenue system to Departmental FLAIR and coordinating all correcting entries with the Revenue section. Serves as backup for the monthly reconciliation of Central FLAIR and Departmental FLAIR transactions.

Responsible for the preparation of the annual forms required by the Department of Financial Services necessary for the preparation of statewide financial statements. Closing and adjusting entries must be prepared in conformity with governmental generally accepted accounting principles and in accordance with the Chief Financial Officer's (CFO) instructional package. This includes, but is not limited to, the preparation of cash flow statements.

Responsible for researching accounting transactions and questions from the divisions. Assists the Finance and Accounting Director III in reviewing negative release balances and error transactions. Work with appropriate staff to determine what actions should be taken, if any, to correct the negative release balance or error. Responsible for researching questions from the Office of Policy and Budget. This may include providing supporting documents for the department’s Legislative Budget Request, coordinating estimated revenues, working with other agencies, submitting budget amendments, compiling the non-operating budget request, and providing information to management upon request. Responsible for reviewing and uploading batch files to FLAIR via DACN.

Responsible for the preparation annually, or as requested, of the cost statements for specific programs within each division in the department.

Analyzes the trial balance for atypical balances and incorrect recording of revenues and expenditures. Communicates findings to the Finance and Accounting Director III.

Responsible for disaster tracking and reporting. Work with divisions and offices within the department to ensure all disaster related costs are recorded in the correct account codes and proper documentation is maintained.

Responsible for tracking all inter-agency General Appropriations Act (GAA) transfers, updating memos, and corresponding with other agencies.

Completes special projects and other related duties as assigned.
