This is an independent professional position which provides management consultant and detailed budget support services to county health departments (CHDs) and central office program offices. Types of functions include the allocation of CHD trust fund approved operating budget; performing special reviews to analyze problems and make recommendations for corrective actions; preparing requested fiscal and budgetary reports and documents; preparing fiscal and budgetary reconciliations; conducting management reviews; interpretating County Health Department Contract Management Reporting System (CONMAN) and Florida Accounting Information Resource (FLAIR) information.

Provides financial and budgetary consultant and technical assistance to CHD and central office program staff, which includes the interpretation of FLAIR, Schedule C and CONMAN data.

Provides assistance to the CHDs in the development and management of the Core Contract and performs administrative review of original Core Contracts, contract amendments and variance explanation.

Provides technical support in interpreting CHD Medicaid Cost Report data and performs administrative reviews of cost reports.

Processes FLAIR organization code, expansion option or object code requests by updating, adding, or deleting, as needed.

Assists with preparation and maintenance of Schedule C detail and budgets.

Manages CHD special projects and coordinates establishment/completion of projects with the FCO budget analyst.

Prepares monthly FCO Schedule of Allotment Balances.

Prepares bi-weekly federal reimbursements.

Prepares monthly reconciliation of CONMAN to FLAIR financial data and assists with the maintenance of CONMAN financial data.

Prepares annual FLAIR Equity Adjustment worksheet.

Assists CHD staff with managing other cost accumulator (OCA) cash, allotment, and estimated revenue balances, and processing appropriate correcting entries.

Prepares monthly CHD Cash Report, as needed.

Prepares monthly and quarterly Administrative Snapshot with budget indicator results, as needed.

Performs other duties as requested.

Incumbent will have access to records containing social security numbers in the performance of job duties.
