POSITION DESCRIPTION:

The Housing Programs Manager leads the direct services team for Family Housing Network (FHN), a housing program of Catholic Community Services Homeless Services division. FHN provides a continuum of services to vulnerable homeless families and children including Day Shelter, Permanent Supportive Housing, Rapid Rehousing, Coordinated Entry, Safe Parking, and Supportive Services for Veteran Families (SSVF). This position oversees and leads the Rapid Rehousing, Permanent Supportive Housing, and Coordinated Entry Programs. The Supervisors of these three programs directly report to the Housing Programs Manager. This position ensures that 11 – 13 FHN staff, including case managers program supervisors, and periodic interns, have appropriate supervision, training, and support to meet internal CCS and external funder standards and expectations. The Housing Programs Manager assists staff with problem solving, resource management, and reviewing and auditing case files for ongoing quality assurance and training purposes. The Housing Programs Manager is responsible for overseeing and evaluating the safety of families and children in the program, providing on-call crisis intervention support to case managers and/or directly to families, and managing program budgets, including temporary financial assistance funds for client needs. This position works closely with the Housing Services Director to support the overall objective to achieve identified outcomes toward ending homelessness, while providing strength-based, tailored case management to the families in the Family Housing Network programs.

Responsibilities

POSITION RESPONSIBILITIES

1) Provide leadership to case management teams while promoting a cooperative, team environment including all FHN staff. Ensures that supervisors provide Training, supervision, and support for Family Housing Network case managers in various housing strategies to ensure ongoing growth in skill level and experience working with issues impacting homeless families with children and high-quality case notes, case files, and data input.

+ + Employee accomplishes this responsibility by completing the following tasks:

  • Train and help recruit housing services staff. Conduct annual performance reviews with supervisors.

  • Perform quarterly review of case files, case notes, and other pertinent information for quality assurance, compliance with funding contract requirements, and training opportunities for case managers.

  • Provide individual and team supervision to case managers. Serve as a resource for case managers including problem solving techniques and ideas, available community resources, case management strategies, and dealing with problems and crises arising with program families.

  • Review and approve client intake paperwork and Housing Stability plans.

  • Review and approve all Client Assistance Expenditures, ensuring that programs meet all internal and external audit standards and requirements.

  • In conjunction with Director, develop FHN case management standards including but not limited to developing Housing Stability Plan standards, ideal case management contact guidelines, and other critical components of providing high-quality case management to FHN families.

  • Monitor and manage program expenditures to budget.

  • Maintain updated Policies and Procedures in compliance with CCS quality standards, best practice standards, and funding contract requirements.

  • Promote ongoing training and support, and ensure attendance at all CCS mandatory trainings for supervised employees.

  • Coordinate weekend/holiday on-call schedule of case managers, coordinate coverage of case loads of staff on leave.

  • Serve as point of contact for case management issues.

  • Provide Director with critical program information, community resources, case management training needs, and other information to assist the Director in managing the programs of Family Housing Network.

  • Mediate and resolve disputes and performance concerns consistent with agency corrective action policy.

    2) Monitor client eligibility, contract compliance, program goals for 5 programs of FHN.

  • For Day Center:

  • Provide training and clinical support to one case manager.

  • Review and Monitor contractual demographic and output/outcome data.

  • Review and Monitor case management stability plans.

  • For Permanent Supportive Housing:

  • Supervise PSH Supervisor

  • Monitor referrals for program-specific focus and eligibility, including homeless chronicity, documented disabilities, and income eligibility.

  • Participate in collaborative communications with Catholic Housing Services regarding shared housing sites, including regularly scheduled meetings.

  • Become familiar with expectations and goals of Pierce County systems-improvement initiatives, help monitor programs for progress and compliance with expectations and goals.

  • For Coordinated Entry:

  • Supervise CE Supervisor Monitor program developmental steps according to funder expectations.

  • Assure fidelity to Homeless Diversion approach through training, mentoring, and close supervision of CE staff.

  • Assure CE staff assessment of safety and vulnerability of clients.

  • Oversee continued development of the Community Homeless Resolution Partnership (CHRP), an initiative to empower community volunteers to engage in problem-solving conversations with people experiencing homelessness. Provide supervision to the CHRP Coordinator.

  • Coordinate services and strategies with partner agencies and County through ongoing contact and meetings.

  • Manage financial assistance budget and approve staff spending proposals to assure they meet program specifications and budget requirements.

  • Participate in system-wide expansion of Coordinated Entry into shelters and other agencies.

  • Manage training processes and requirements for deputation of other agency staff members.

  • Safe Parking:

  • Provide training and clinical support to one case manager.

  • Review and Monitor contractual demographic and output/outcome data.

  • Review and Monitor case management stability plans.

  • Rapid Re Housing

  • Supervise RR Supervisor

  • Monitor program developmental steps according to funder expectations

  • Assure Fidelity to Progressive Engagement and Rapid Rehousing Model and program rules

  • Assure RR staff assessment of safety and vulnerability of clients

  • Coordinate services and strategies with partner agencies and County through ongoing contact and meetings

  • Manage financial assistance budget and approve staff spending proposals to assure they meet program specifications and budget requirements.

  • Participate in system-wide Rapid Rehousing provider meetings as needed.

  • Safety Assessment and Crisis Response

  • Direct the monitoring and assessment of safety of clients referred to and participating in FHN programs.

  • Liaison with CPS as needed, provide consult to case managers regarding CPS issues of families served.

  • Provide on-call crisis support to case managers or directly to clients as needed.

  • System-wide and External Collaboration. Employee accomplishes this responsibility by completing the following tasks:

  • Work collaboratively with other FHN and Homeless Services Managers to provide coordinated services to clients.

  • Participate in Manager meetings and system-wide case consultations.

  • Assure program participation in County monthly Collaborative meetings for Permanent Supportive Housing and Coordinated Entry.

  • Participate in system-wide Coordinated Entry meetings.

  • Build relationships with community partners to promote a successful continuum of care for people seeking or receiving homeless services.

  • Attend appropriate training workshops and opportunities to continually improve knowledge and skills.

  • Share appropriate information with other staff.

Qualifications

MINIMUM QUALIFICATIONS:(Qualifications which applicant must possess to be considered for position).

  • Bachelor’s Degree in Social Work, Psychology, or related field. A combination of education and experience sufficient to perform the requirements of the position may be substituted for the BA degree to include program management experience.

  • Must have three (3) years’ experience working with adults, families, or homeless populations providing case management and/or counseling, and service planning;

  • Familiarity with Coordinated Entry systems.

  • Excellent people skills including the ability to work with people in crisis.

  • Excellent communication skills.

  • Positive attitude and willingness help out where needed. Results oriented.

  • Good organizational and time management skills.

  • Applicant must successfully pass required background checks prior to an offer of employment.

  • Must have reliable transportation, valid driver’s license, auto registration and automobile insurance.

  • Must have an acceptable driving record per CCS’ driving policy. (required to provide current driving abstract)

  • Ability to accommodate flexible hours.

  • Master’s Degree in Social Work, Psychology, or related field.

  • 1-2 years supervisory experience

  • Experience & knowledge of homelessness and issues of poverty.

  • Licensed Counselor

  • Past experience with Motivational Interviewing and/or Mediation .
