Summary This vacancy is for a Statistician Demography position in the Associate Director for Demographic Programs located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Statistician Demography, 1530-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Responsibilities Plans, develops, implements, analyzes and reports on the effectiveness of statistical programs/applications. Alters instructions and/or guidelines as necessary to achieve program objectives. Identifies program requirements and recommends activities/applications to address these needs. Reviews existing programs to evaluate their effectiveness. Serves as consultant, troubleshooter, coordinator and evaluator of integrated statistical programs. Acts as team leader to insure successful completion of assigned projects. Conducts needs assessment studies. Studies, proposes and/or develops improved program materials and documentation. Requirements Conditions of Employment Qualifications Minimum Education Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. ---- OR ----- A combination of education and experience -- courses as described above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. AND Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Applying statistical theory, techniques, and methods to the design, development, implementation, and evaluation for censuses and surveys; Participating in activities involving the collection, analysis, and presentation of data of other large-scale economic survey activities; Preparing and/or presenting analysis, evaluations, specifications, or procedures to interpret results for analytical projects or to propose recommendations; Leading a team or project in support of operational goals while also managing multiple concurrent activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer. Education Education cannot be substituted for the Specialized Experience required for this position. Additional Information If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated. Once renovations are completed for your area, you will be notified when to return to the office. At that time, you will be expected to work from your duty station, and you may be eligible to telework, up to 8 days a pay period depending on your respective work schedule, with approval from your supervisor.
