The Division of Child Support Services:

The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, and the enforcement of those obligations.

Financial and Contracts Unit:

The Finance and Contracts Unit is responsible for all fiscal, contracting and procurement activities for the DCSS.

These activities include, but are not limited to:

  • Development and utilization of tools used to track and monitor revenues and expenditures of the program;

  • Sharing expenditure data and providing forecasting support to program management;

  • Review of contracts, contract execution and maintenance;

  • Supporting the purchasing/procurement efforts of the Division;

  • Tracking and managing all encumbrances within the Division;

  • Review and payment of invoices;

  • Accurate and timely financial reporting to federal, state and county stakeholders;

  • Interfacing with the CDHS Contract Management, Audit, Accounting, Budget and Procurement teams;

  • Coordinating and supporting State and federal audits of the program;

  • Providing training to relevant stakeholders as needed;

  • Providing technical assistance to contractors, vendors, sub-grantees, sub-recipients;

  • Ensuring compliance with all state and federal rules, terms and policies.

Description of Job

Hybrid. Required to come into the Denver office two (2) days a week.

Please note: These working arrangements are subject to change.

This position exists to be the Staff Authority to the Division of Child Support Services on all contract and procurement activities, including the development, oversight, and management of contracts, purchasing, and other formal agreements.

The position has three main areas of responsibility:

  1. Serving as the key staff lead in developing, implementing, and maintaining Division contracts, purchase orders, software licenses and other formal agreements;

  2. Providing technical expertise and direction to Division’s staff on procurement/purchasing activities;

  3. Providing oversight and management of provisioning user access to ACSES (Automated Child Support Enforcement System) and related systems.

Contract Management:

This position is the Staff Authority on contract management for the Division of Child Support Services, providing Division leadership and staff with expertise in developing, implementing and maintaining contracts, purchase orders, software licenses, Data Share Agreements and other formal agreements for all aspects of the Division’s work. This position serves Division leadership in representing the Division’s interests with a broad network of contractors, sub-recipients, sub-grantees, vendors, governmental agencies and program areas in partnership with supervisor and program staff members. The position shapes Division leadership’s decision regarding contracting, contract amendments, intergovernmental agreements, interagency agreements, purchase orders, holdover letters, option letters, and other contracting/agreement processes for Division’s programs in accordance with Department, State, and federal policies and procedures. The position develops, implements, and maintains timeline of all document deadlines including end-dates that support Division leadership in management of the child support program.

Procurement Management:

This position serves as the Staff Authority to Division leadership and staff for all processes related to the procurement of goods and services. As Staff Authority, Division leadership relies on this position to provide direction on major decisions and serve as the key point person in representing the Division’s interests for procurement management duties.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Seven (7) years of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

  • Associate's degree from an accredited institution in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis.

  • AND Five (5) years of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

  • Bachelor's degree from an accredited institution in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis.

  • AND Three (3) years of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

  • Master's degree from an accredited institution in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis.

  • AND One (1) year of professional experience in technical writing, purchasing, paralegal services, contract administration, contract management, contract monitoring, or preparing grant, loan or contract agreements.

OR

  • Juris Doctor or Doctorate degree from an accredited college or university in Finance, Business Administration, Public Administration, Economics, Legal Studies, English, or closely related field as determined by the department may be substituted for the required experience on a year-for-year basis may be substituted for the required experience on a year-for-year basis.

Preferred Qualifications

  • Legal document administration

  • Financial / budget management experience

  • Experience preparing contracting/purchasing documents

  • Experience with contract compliance monitoring

  • Experience with payment financial data, analysis, and tracking tools to monitor forecast expenditures

  • Demonstrated experience in Microsoft Excel and/or SmartSheets

  • Demonstrated organizational skills, including attention to detail

  • Experience with the Colorado Operations Resource Engine (CORE)

  • Familiarity with State Procurement and Contracting processes and requirements, as well as State Fiscal Rules

  • Invoice review and tracking experience

  • Ability to develop and maintain positive relationships with others

  • Must be able to work independently as well as with a team

  • Communicate efficiently and effectively verbally and in writing

  • Reliable, flexible, organized, positive attitude and works collaboratively

Conditions of Employment

  • Standard background check required.

  • This position may require occasional travel to meetings throughout the state
