Job Description

The Iowa Department of Revenue’s Local Government Services Division is currently seeking a Property Appraiser 3 to assist the section in a variety of duties throughout the Department including:

  • Assessor Education

  • Assessor and Deputy Register

  • Distributions of State Funding Credits and Exemptions

  • Local Option Taxes

  • Appraisal

  • Central Assessment

  • Utility Tax Replacement

  • Equalization

This position will independently appraise all classes of properties statewide for assessment

equalization purposes, using standard appraisal and methodology in accordance with the

Code of Iowa and Iowa Administrative Rules. The Iowa Department of Revenue will provide

a thorough training to anyone who lacks Commercial, Residential, Industrial, or Agricultural

appraisal experience. In this fully remote position you will be responsible for:

  • Commercial valuation of property

  • Residential valuation of property

  • Industrial valuation of property

  • Agricultural valuation of property

  • Ability to travel and work outdoors when collecting pertinent data for appraisals

  • Implementation and teaching of the State of Iowa Real Property Appraisal Manual

  • Provide training for assessor’s offices and their staff

  • Perform sales analyses and other appraisal studies

  • Proficient in using CAMAvision to value appraisals

  • Assist in continuing education and assessor testing

  • Implementation and training of the Declaration of Value (DOV) system

  • Talking with tax payers and verifying information about real estate transactions

  • Increase appraisal knowledge by completing educational requirements and attending other appraisal related conferences and seminars

  • Creating Microsoft Excel documents

  • Assist in Equalization

    Preference will be given to candidates with experience in the following:

  • Appraisal practice and theory

  • Ability to organize annual cycles and meet deadlines

  • Capable of self-direction while managing a two year workload/cycle.

  • CAMAvision technology experience and knowledge

We are seeking candidates with a variety of work experience or education.Some examples of combinations of experience that would qualify for this position include:

  • 8 total years of experience (as described in part a listed below) would qualify

  • 6 total years of experience (as described in part a listed below) plus 2 years of college or university coursework would qualify

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time work in property appraisal, assessment, or sales negotiations; mortgage banking; real estate sales, development, or management; property acquisition; or as a mortgage broker.

2) All of the following (a, b, and c):

a. Three years of full-time work experience in property appraisal, assessment, or sales negotiations; mortgage banking; real estate sales, development, or management; property acquisition; or as a mortgage broker; and

b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

c. One year of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in any field equals one year of full-time experience.

3) Certification as a Certified Assessment Evaluator in accordance with the requirements of the International Association of Assessing Officers.

4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Property Appraiser 2.
