Job Description

Iowa Department of Transportation’s Mission isMaking Lives Better Through Transportation. Location: This position will be domiciled out of either Cedar Rapids or Davenport; You will be required to report to the Cedar Rapids District 6 Office at an agreed-upon frequency that meets business needs.

Shift Requirements: 7:45 am to 4:30 pm Monday - Friday, some travel required. A Hybrid schedule after the initial 6-month training period with supervisor approval.

As a District Planner with Transportation Planner 4 classification, your duties will include, but are not limited to:

  • Oversight of and Planning Assistance to Regional Planning Affiliations (RPA's) and Metropolitan Planning Organizations (MPO's) programs. This position will support RPA Regions 8 and 9 and the MPOs in Dubuque and the Quad Cities. Responsibilities include oversight of transportation improvement program development and reviewing MPO and RPA planning activity budgets.

  • Participation in the project development process as a member of the District 6 team, with a focus on the planning and programming perspective. Duties include reviewing concepts and studies, developing interagency agreements, coordinating public information meetings, providing public and media outreach support, and participating in project management teams.

  • Providing support to the Iowa DOT Central Planning offices.

  • Acting as the technical and policy representative of the District for the MPOs and RPAs.

  • Establishing working relationships with elected officials and staff of Local Public Agencies to provide advice and assistance in the development of multi-modal transportation plans, programs, and projects.

  • Providing direction, coordination, evaluation, and planning and development for all transportation modes in the District.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to eight years of full-time work in professional transportation planning*/engineering.

2) All of the following (a and b):

a. Eight years of full-time work experience in transportation planning; and

b. A total of four years of education and/or full-time experience (as described in part a),where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

3) Licensure as a professional engineer by the Iowa Engineering & Land Surveying Examining Board, and experience equal to four years of full-time work in transportation planning*.

4) Current, continuous experience in the state executive branch that includes two years of full-time work as a Transportation Planner 3 or Transportation Engineer Specialist.

5) Twelve years of current, continuous experience in the state executive branch that includes eight years of full-time work in transportation planning*.

  • “Transportation planning” includes preparing planning contracts and grants; managing planning grant application submittals and project development; preparing functional classification appeals; developing travel demand models and traffic forecasts; creating cartographic representations and data collection applications; analyzing transportation data, project plans, and reports to identify problems; developing portions of statewide transportation plans; or conducting/coordinating transportation research projects.
