This position exists to lead the development, delivery and administration of agency training and employee-development programs. As a member of the MSRS Strategic Initiatives Team, this position is responsible for leading the development, implementation, and promotion of engaging and accessible virtual training programs through online training platforms to ensure departments have employees who are able to perform assigned work and are ready for promotion to positions of greater responsibility within the agency. The position will serve as the primary instructor and lead consultant to deliver training, develop curriculum, and administer training opportunities for agency employees. The position will be responsible for the management of the agency's Learning Management System (LMS) and collaborate with continuous-improvement efforts, including business-process documentation, to make business processes and systems more efficient and resilient, and increase the engagement of agency employees. As requested by supervisors, this position will also provide training and resources to staff preparing for certification or licensure.
Minimum Qualifications
Two (2) years of professional level experience creating, developing, implementing, and coordinating training and development programs for employees, leaders and/or clients/customers
**A Bachelor's degree in education, organization development, human resources, training and development, or a related field may substitute for one (1) year of experience.
You must clearly demonstrate:
Working knowledge of adult learning theories and practices.
Experience using Learning Management Systems such as Articulate, PowerPoint, Captivate, Digital Chalk, etc.
Experience developing engaging and accessible documents and publications using programs such as Microsoft Office Suite (Word, PowerPoint, Excel, Visio) and Adobe Suite (Photoshop, Illustrator, Acrobat, Audition, InDesign) sufficient to produce physical documents and online material (including audio/video, graphics, and images).
Experience presenting, training, and facilitating virtually, in the classroom, and one-on-one.
Strong interpersonal skills working with staff, trainees, subject matter experts, organization leaders, and diverse audiences.
Preferred Qualifications
Bachelor's degree in education, organization development, human resources, training and development, or a related field.
Experience in assessing needs, setting objectives, and evaluating training effectiveness.
Program development and/or project management.
Experience administering a content management system (CMS), learning management system (LMS), or knowledge management system (KMS) for a learning environment.
