Help play an important role in the prevention of substance use and overdose in Minnesota. The Overdose Prevention Unit of the Injury and Violence Prevention Section (https://www.health.state.mn.us/communities/injury/index.html) seek a State Program Administrator Senior to be a Substance Use/Misuse Community Prevention Specialist. This position will be responsible for developing and maintaining relationships with communities experiencing disparate rates of substance use disorder and overdose focusing on but not limited to Black/African American communities.

Responsibilities of the role include but are not limited to:

  • Act as project manager, grant manager and key contact for funded activities.

  • Pursue grant opportunities, write grant applications to support efforts that are often linked to drug overdose.

  • Support the competitive Request for Proposals (RFP) process, which may include RFP drafting, RFP outreach, responding to questions, and reviewing competitive applications.

Work may be conducted in-person in St. Paul, or as telework for applicants who reside in MN, IA, WI, ND, or SD, based on the business needs of the unit and supervisor discretion. Position location will be determined by the top candidate and will be based out of the closest MDH office location. Attendance to in person quarterly meetings in St. Paul is required and there will be additional periodic requirements in office based on the business needs of the unit and supervisor discretion.

Minimum Qualifications

Two years of experience in public health and/or community-based health promotion and education. Experience must include all the following:

  • Working with community partners that focus on substance use prevention, including community-based organizations, or local public health.

  • Project management.

  • Grant management.

A degree in public health, community health, social work, nursing, law, medicine, or other related field may count towards professional experience as follows:

  • Bachelor’s = 12 months

  • Master’s = 18 months

Additional knowledge, skills and abilities to be assessed at interview:

  • Familiarity with substance use/misuse prevention concepts and methods, and of public health education and promotion principles.

  • Knowledge of policy issues and opportunities as they pertain to drug overdose prevention.

  • Ability to demonstrate experience working with individuals and communities of varied economic, racial, age, ethnic, and social standing.

  • Knowledge of culturally relevant public health approaches to address and prevent the negative impacts of drug overdose and morbidity.

  • Ability to recognize that substance use/misuse is a complex issue and prevention requires a multitude of strategies and interventions.

  • Knowledge of best practices for analyzing, adapting, and evaluating public health approaches with a health equity lens.

Preferred Qualifications

  • Professional experience with community engagement strategies and methods specifically working with culturally unique communities including the Black/African American population.

  • Lived experience with substance use disorder and overdose.

  • Experience working with multiple stakeholders including but not limited to, state agencies, community collaboratives, community-based organizations, local health departments, and individuals affected by substance use disorder.

  • Knowledge of MDH policies, procedures, and organizational practices and Minnesota’s local public health system.

  • Ability to understand substance use/misuse indicators and their utilization in program planning and evaluation.

  • Ability to understand racial, ethnic and cultural issues relating to substance misuse.

  • Experience organizing and synthesizing material from diverse sources into comprehensive plans/reports.

  • Experience working collaboratively to set program goals and objectives, and to develop and monitor program budgets.

  • Experience facilitating meetings, managing event logistics, coordinating focus groups and delivering presentations.

Additional Requirements

  • Must successfully pass a background and reference check.

  • This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.

  • The successful candidate under U.S. Citizen and Immigration Services regulations must be able to accept work in the U.S. by the day employment begins. The agency is unable to offer H-1B sponsorship.
