This vacancy is being posted at two levels. The level at which the position is filled will be determined based on the candidate’s qualifications (qualifications are based on the applicant’s resume and interview results).
This position exists to provide advanced professional level human resource services and consultation to managers, supervisors, and employees of the Minnesota State Retirement System (MSRS) and the State Board of Investment (SBI) in the areas of selection, recruitment, compensation, classification, employee relations, and leave management. This position consults, advises and recommends solutions to managers and supervisors on performance management, labor relations, policy compliance, personnel rules, contract interpretation, state and federal laws, and all other standards and procedures. This position provides leadership and expert consultation on full-cycle recruitment and staffing services to managers, supervisors, and other HR employees.
Position has access to and uses labor relations information as defined by Minn. Stat. 13.37; and actively participates in meetings and negotiation on behalf of MSRS/SBI.
Minimum Qualifications

Human Resources Specialist 2 (Working Title: HR Business Partner):
At least two (2) years of full-time equivalent professional level work experience in the human resources areas of recruitment and selection, labor and employee relations, and job analysis/classification.
A bachelor’s degree in Human Resources or a related degree program may substitute for one (1) year of experience described above.
In addition, candidates must possess the following:
Experience providing full-cycle recruitment and selection including, but not limited to, using electronic applicant tracking systems, developing job postings, reviewing applicant qualifications, and independently adhering to State and agency policies and procedures.
Knowledge of performance management sufficient to assist managers and supervisors in managing employee misconduct issues.
Knowledge of the Family and Medical Leave Act sufficient to administer the leave process.
Experience performing job audits and making classification recommendations.
Ability to communicate effectively, both orally and in writing, to provide clear and timely answers, write grammatically correct letters, memos, and policies, and communicate clearly with individuals at all levels of the organization.
Demonstrated ability of building effective working relationships with people from diverse backgrounds.
Proficiency in processing and spreadsheet software (such as Microsoft Word and Excel) sufficient to create and edit correspondence, and develop and maintain spreadsheets to track data.
Human Resources Specialist 3 (Working Title: Assistant HR Director):
At least three (3) years of full-time equivalent professional level work experience in the human resources areas of recruitment and selection, labor and employee relations, performance management, and job analysis/classification.
A bachelor’s degree in Human Resources or a related degree program may substitute for one (1) year of experience described above.
In addition, candidates must possess the following:
Experience providing full-cycle recruitment and selection including, but not limited to, using electronic applicant tracking systems, developing job postings, reviewing applicant qualifications, and independently adhering to State and agency policies and procedures.
Experience providing consultation to hiring managers on staffing needs and recruitment strategies.
Demonstrated performance management skills sufficient to assist managers and supervisors in managing employee misconduct issues.
Lead internal investigations and serve as the subject matter expert on the investigatory process.
Advanced knowledge of the Family and Medical Leave Act sufficient to supervise the administration of the leave process and the ability to provide lead work direction to other HR staff.
Experience in performing job analysis sufficient to identify and recommend job classifications ensuring proper allocation of positions.
Professional experience which demonstrates knowledge to consult, advise and influence management and staff on complex issues in employment contract/plan administration and interpretation; employment law; employee and labor relations.
Demonstrated ability of building effective working relationships with people from diverse backgrounds.
Proficiency in processing and spreadsheet software (such as Microsoft Word and Excel) sufficient to create and edit correspondence, develop and maintain spreadsheets to track data, and prepare and deliver presentations.
Preferred Qualifications
Human Resources Specialist 2 (Working Title: HR Business Partner):
Bachelor’s or advanced degree in Human Resources or a related degree program.
Knowledge of the State's personnel system (laws, rules, administrative procedures, MMB policy/procedure, bargaining agreements, etc.), and Merit System standards, principles, and prohibited personnel practices.
Experience working in a multi-union environment, including contract interpretation, and administration of union contracts related to vacancy filling.
Experience promoting diversity, equity, and inclusion in the workplace
Human Resources Specialist 3 (Working Title: Assistant HR Director):
Bachelor’s or advanced degree in Human Resources or a related degree program.
Knowledge of the State's personnel system (laws, rules, administrative procedures, MMB policy/procedure, bargaining agreements, etc.), and Merit System standards, principles, and prohibited personnel practices.
Experience holding sub-delegation of authority in the HR areas of classification, selection, labor relations, and compensation.
Experience providing lead work direction.
Experience promoting diversity, equity, and inclusion in the workplace
