The Housing Support Supervisor will provide strategic leadership and oversight of the Housing Support program—a statewide income supplement program designed to help eligible individuals access and maintain stable housing. This role is key in ensuring the program’s alignment with county, state, federal, and tribal mandates while advancing the vision, mission, and goals of the Homelessness, Housing, and Support Services Administration (HHSSA) within the Department of Human Services.
The successful candidate will be responsible for coordinating Housing Support planning efforts across agency programs, providers, stakeholders, and will supervise a skilled team of professionals dedicated to enhancing policy, operations, equity, access, and quality assurance. The leader will also work collaboratively with state and community partners to expand housing options for individuals with disabilities, particularly those experiencing homelessness or living in institutions.
The Housing Support program is vital in supporting housing stability for people with disabilities across Minnesota in a wide array of settings. As a member of the HHSSA leadership team, this position will oversee policy development, setting priorities, and ensuring the integrity of operations—while fostering strong relationships with agency partners.
Key Responsibilities:
Provide leadership of all aspects of the Housing Support program, including policy implementation, legislative activities, and staff management. Ensure program delivery aligns with state laws, equity standards, and produces positive outcomes for individuals with disabilities.
Supervise program staff, ensuring adherence to labor agreements and performance standards. Foster an environment that promotes equity, operational excellence, and quality outcomes. Oversee all aspects of staff recruitment, onboarding, training, and professional development.
Represent the Housing Support program, advocating for its role within the larger context of division and agency programs.
Cultivate and sustain strategic partnerships with internal and external stakeholders to optimize the use of Housing Support resources across Minnesota. Facilitate strong, collaborative communication to maximize impact and service delivery.
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG). Experience must include:
1+ year of experience identifying issues, goals and strategic actions, and
100+ hours per year time commitment .
AND
Four (4) years specialized experience managing a housing program for people with disabilities that demonstrates:
Comprehensive understanding of Housing Support program eligibility, program administration and policies.
High-level understanding of state and federal programs that interact with Housing Support i.e., Medicaid, SNAP, and Social Security.
Understanding of federal and state legislation, rules, policies, procedures, and intent governing the delivery of human services programs.
Understanding of the roles and relationships of county, state, tribal, federal and community partners.
Project and/or program management experience.
Experience implementing legislative authority or statutory requirements into program areas.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Knowledge of Housing Support setting types and the specific challenges and best practices associated with each.
Understanding of the public assistance delivery system, associated legislation/regulations, and funding streams.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.
Ability to direct the execution of work plans and processes, anticipate and address problems, evaluate program and system results, and execute appropriate follow-up.
Experience developing, reviewing, and providing technical assistance on legislative proposals.
Bachelor’s Degree or higher in social work, public health, or related human services field.
Experience using Microsoft Office products (Outlook, Teams, OneNote, etc.) to track and complete project work.
