As Deputy Director, you will develop and manage the Human Services Performance Management System for essential human services as set forth in Minnesota Statutes section 402A et seq. This managerial position is needed to engage, align, and prepare business areas across the enterprise for the evolution of performance management concepts, practices and policies and development of a performance management vision that will guide how the enterprise will approach, develop, and manage performance. This position provides decision-making, coordination, and oversight, as well as tactical and administrative management. The incumbent assists the Director in managing operations of the Office of Strategy and Performance, which encompasses planning for and managing change processes, as well as identifying opportunities for development and process improvement for division.

Responsibilities include but may not be limited to:

  • Oversee and provide direction for the Human Services Performance Management System in accordance with Minnesota Statutes section 402A et. seq.

  • Collaborate with the human services performance council, counties, Department of Human Services’ (DHS) staff and management, advocacy groups, and other affected parties to manage and develop the system.

  • Serve as Chief of Staff for the Human Services Performance Council.

  • Directly manage a staff of six high level employees, one of whom provides equity expertise to county partners, four of whom provide performance improvement expertise, and one of whom provides data analysis.

  • Direct staff members in meeting unit responsibilities and provide overall supervision and guidance related to job performance.

Minimum Qualifications

Demonstrated leadership experience* *Leadership experience can include:

  • Experience as a supervisor, leadworker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

Five (5) years experience with performance management and implementing a performance management system. Experience must demonstrate:

  • Success in implementing a performance management system.

  • Experience managing an external advisory council or group.

  • Project management experience.

  • Developing and managing a team in a new or changing environment.

  • Ability to quickly identify and analyze problems, spot issues, investigate them, and determine information validity.

  • Excellent oral and written communication skills, including report writing and presenting complex information to diverse audiences.

  • Demonstrated experience leading large-scale measurement and improvement initiatives.

  • Demonstrated sensitivity and respect for the cultural and other differences they may encounter in interacting with co-workers or serving our customers. The incumbent must be aware of and sensitive to the different communities represented inside and external to DHS and applies equity concepts in relation to daily work.

  • Experience with equity and anti-racism approaches to work.

  • Working knowledge of at least two of the following:

  • Performance management;

  • Statistics/data analysis;

  • Continuous improvement;

  • Work group facilitation;

  • Research relating to best practices in program development.

Preferred Qualifications

  • Bachelor’s or higher level degree in social work, sociology, psychology, public policy, public health, law, information technology, or other fields related to human services, or a bachelor’s degree in any field and professional experience working in human services;

  • Have knowledge of DHS/county information systems, including report-writing and presenting.

  • Have knowledge of or experience working with Minnesota Statutes section 402A.18;

  • Experience managing a team of consultants;

  • Experience with customer relationship management software;

  • Developed relationships with the Minnesota Association of County Social Service Administrators (MACSSA)

  • Experience with one or more the following: Results-Based Accountability, Lean, Six Sigma, Baldrige, Balanced Scorecard, etc.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
